Award Bid - Reservoir Roof Restoration ProjectCity of Kalispell Em Post Office Box 1997 • Kalispell, Montana 59903-1997 • Telephone (406) 758-7700 • FAX (406) 758-7758 REPORT TO: Mayor and City Council FROM: Jim Hansz, Director of Public Works SUBJECT: Bids for Replacement of Water Reservoir Roofs MEETING DATE: July 17, 2000 BACKGROUND: The roofs on the City's water reservoirs on Buffalo are fifty years old and in need of replacement. These deteriorated roofs are considered by MDEQ to be potential sources of bacterial contamination that affected the City water supply in 1998 and resulted in a boil -water order. The current Water Fund budget includes funds for this replacement. On Tuesday, July I Vh, we received to submittals in response to our request for bids to replace these roofs. One submittal from Orion Construction was irregular. Upon review of the "bid" by the City's consultant, Morrison Maierle, it was rejected. The second submittal was received from Martel Construction of Bigfork. The bid was in the proper form and included the required security. The bid was in the amount of $350,500.00. Upon review, the City's consulting engineer has determined the bid to be responsible and offered by a reliable firm. The bid price is within the estimating range for the base bid and for unit priced alternates for possible extra work as determined during construction. The consultant recommends acceptance of the bid from Martel Construction. The bid analysis is attached. RECOMMENDATION: Staff concurs with the consultant's recommendation to accept the bid from Martel Construction of Bigfork, Montana for replacement of the water reservoir roofs. The amount of the bid is less than the amount currently budgeted. We recommend award of the base bid and the unit price alternates for extra work. Box 1997 Kalispell, MT 59903-1997 Re: Replacement of Water Reservoir Roofs Kalispell, Montana MMI No. 0387.035.041.0410 Dear Mr. Hansz, On 11 July 2000 sealed bids were received and publicly opened on the above referenced project. As you know two (2) bids were received, one (1) from Martel Construction, Inc., Bigfork, Montana and one (1) from Orion Construction, Whitefish, Montana. The bid submitted by Martel Construction was a responsive, responsible bid. Orion Construction's submittal was a proposal to construct a roofing system that does not comply with the project documents, was submitted in a manner contrary to the Invitation to Bid and Instructions to Bidders, and did not include a legally required Bid Bond. Orion Construction's proposal appears to be what would be submitted to a prime contractor for subcontract work. The proposal is for an alternate roofing material with a warranty of 10 years vs. the 15-year warranty specified and does not address the protection mat. Our familiarity with Martel Construction, Inc. and knowledge of this firm's construction management capabilities is good. Through discussions with personnel at Martel Construction, Inc. and with several of the roofing contractor plan holders we have been assured that there was extraordinary competition among the roofing subcontractors and suppliers. Mr. Terry Kramer with Martel Construction, Inc. stated that his firm "doesn't get this number of subcontractor bids on large projects such as schools and commercial buildings." Based on these statements we do feel the project received the desirable competition. As you know Martel Construction, Inc. filed a protest following the bid opening. Their protest is based on many of the issues addressed above concerning the non -responsive proposal submitted by Orion Construction. The points Martel makes are valid but certainly were not necessary. Morrison-Maierle, Inc. would not have recommended award to Orion Construction once their submission was reviewed. Beginning Our Second Half Century It is out opinion that Martel Construction has submitted a responsive, responsible bid for this project, they are qualified to perform the work and in submitting a base bid of $350,500 the bid is within the City's budget for this work. We therefore recommend the project be awarded to Martel Construction, Inc. of Bigfork, Montana. Should you have any questions concerning this project, please feel free to contact me.
