I have recently completed my first year as a School Resource Officer.
Throughout the school year, I have spent time at all of the schools in the city of Kalispell.
Most of my time was split between Flathead High School and the Kalispell Junior High
School. I also worked with Linderman, Peterson, Elrod, Hedges, Russell, Edgerton,
Laser, the Bridge Academy, Trinity Lutheran and St. Matthews schools.
My role in the schools has mirrored the basic triad concept for SRO's. I have
served as a law enforcement officer, a guest lecturer and as a counselor. I have also
worked with the schools' administrations and staffs to help make the schools'
environments more conducive to learning.
As a law enforcement officer, I have had the opportunity to deal with a wide
variety of crimes. Over the past school year I have generated 200 reports. These reports
consist of investigations, supplementals to investigations, and arrest reports.
The two criminal areas I dealt with the most were assaults and property crimes.
With over 1,800 students at FHS and 900 students at KJHS, it was almost a daily
occurrence that I received an assault or harassment complaint. Most of these were
handled without arrests. Thefts were a large problem at the schools. Throughout the
year, I received several reports of stolen property. The value of the stolen property
reported totaled $9,327. I feel that this was an area that was largely under reported.
Through investigations, S1,363 (14.6%) of the value of the stolen property was
recovered.
Other problem areas included substance abuse and trespassing. There were 19
arrests for drug and drug related offenses. Almost 1/3 of those arrests were for felonies
offenses. 86 citations for underage use of tobacco were also issued. I issued 16 criminal
trespass warnings. Most of these were to former students who returned to the schools and
caused problems with the current students. There were also a few arrests made for
criminal trespass.

Other crimes that were reported included criminal mischief, sexual assaults,
sexual intercourse without consent, disorderly conducts, privacy in communications,
possession of weapons in schools (4 weapons were confiscated), abuse of teachers,
forgery and intimidation. I also handled numerous traffic and neighborhood complaints
In all, I made 80 arrests in the schools this past school year. Ten of those arre
were for felonies.
As a guest lecturer, I spent time lecturing to 74 different classes. These lectures
were mostly at FHS and KJHS. Most of the lectuTes were about law related issues. I

In addition to the lectures and counseling sessions, I participated in several
classroom activities ranging from gym classes to shop classes to math and science
classes. I also participated in the America Reads program. I feel that the time spent wi
students in all of these activities was instrumental in helping to break down barriers and
stereotypes between the students and police. I believe that this will lead to better
relationships in the future.
During the school year, I have also worked with the administration on several
occasions. I have advised them on criminal laws as well as policy and procedural matters
to help make the schools safer. I was on a district wide safety committee that was in
charge of developing a critical incident procedural manual. I attended one school with an
administrator on school safety and will be attending more training, this summer, with
another administrator. Through all of this, I feel there has been a positive relationship
established between School District #5 and the Kalispell Police Department.
The main goal of the School Officer Resource program is to improve the learning
environment by enhancing the safety and security of students, staff members and
administrators. In this first year of the SRO program, I feel we have taken steps towards
achieving this goal.
