Repeal of Travel Policy
MEETING DATE: September 5, 2000
BACKGROUND:
On May 12, 2000, the City Council revised the provision of the
Personnel Policies Handbook dealing with travel expense
reimbursement for City employees by passing Resolution No. 4561.
City policy on travel reimbursement, now, generally conforms to
State law. However, the revision conflicts with provisions of
Ordinance No. 1166 which also contains travel expense provisions.
The travel expense provision of Ordinance No. 1166 were enacted
prior to passage of the Handbook. Amending an Ordinance is somewhat
more cumbersome, and from a policy standpoint it is probably more
appropriate to have such matters as travel reimbursement be the
subject of Resolutions.
Ordinance No. 1362 simply repeals the travel policy contained in
Section 2-43, Kalispell City Code. The Council will retain control
of the travel reimbursement policies through the Personnel Policy
Handbook.
A motion to adopt Ordinance No. 1362 should be passed by the
Council. There have been no changes between the first and second
reading.

AN ORDINANCE AMENDING CHAPTER 2, ADMINISTRATION, KALISPELL
MUNICIPAL CODE BY AMENDING ORDINANCE 1166, REPEALING S 2-43 (TRAVEL
POLICY); AUTHORIZING THE CITY ATTORNEY TO RECODIFY 5 2-44 IN
ACCORDANCE WITH THIS ORDINANCE AND DECLARING AN EFFECTIVE DATE.
WHEREAS, on May 12, 2000, the City Council revised Section 80-1,
Travel Expenses While on City Business, Persgnnel Policy
Handbook, establishing reimbursable expenses for City
personnel, and
WHEREAS, Ordinance No. 1166 contains provisions inconsistent with
Section 80-1, and
WHEREAS, it is more appropriate for reimbursable expenses to be
regulated through a policy manual.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, MONTANA AS FOLLOWS:
SECTION I. That Section 2-43, (Travel Policy), Ordinanc4,
No. 1166, is hereby repealed.
SECTION Ii. That the City Attorney is hereby authorize
and directed to recodify this Ordinance, i
accordance with this Ordinance. I
SECTION III. This Ordinance shall take effect 30 days from
and after its passage by the City Council.
