SUBJECT: Bids for 2000 Epoxy Paint Striping Project
MEETING DATE: September 5, 2000
BACKGROUND: In years past the City has arranged for the striping of the streets via the
annual MDT contract for this work. City streets were done at the same time MDT work was done
and MDT billed the cost to the City, usually late the next year. Last year, after preparation of the
annual budget, the City was informed that we would need to make alternate arrangements because
the state would no longer allow us to use their contract to get our work done. Further, we were
informed that the state would be specifying longer life epoxy paint rather than latex paint. This
unanticipated change caused us to not do striping earlier this year due to lack of funds. We
programmed additional funds for this work in the current budget and on August 25, 2000 we
received bids for striping approximately 25 miles of four -inch wide striping and other pavement
markings to be done in long life epoxy paint. We anticipate that this material will yield a life span
of about two years as opposed to the standard paint that required striping about twice a year. On
the 25`" we opened bids from Mark Rite Lines, Arrow Striping, and Highway Specialties. Mark
Rite Lines of Billings submitted the low bid of $41,099.00 for the work. This bid is $10,099.00
more than the amount budgeted in the striping line item for the work. Any costs that exceed the
funds available in the line item will be offset by corresponding reductions in expenditures for
chipseal and overlay to ensure no overruns occur. The bid analysis is attached for review.
RECOMMENDATION: Staff recommends award of the bid for the 2000 Epoxy Paint Striping
Project to Mark Rite Lines of Billings, Montana based on the low bid of $41,099.00.
FISCAL EFFECTS: The City will incur an estimated contract cost of $41,099.00. The actual
amount will be based on the total measured quantities of striping and other markings in place and
on the measured reflective performance of the painted material using MDT methods of
performance measurement.
