SUBJECT: Resolution No. 4583 for HOME Grant Application Submission
MEETING DATE: September 18, 2000
BACKGROUND: There is a new Bureau Chief for the HOME Program who has
requested additional data to be included in the Resolution For
Authorization to Submit a HOME Grant Application over and
above Resolution No. 4580 approved by council on August 21,
2000. Therefore, the resolution before you this evening augments
Resolution No. 4580, which must remain in effect because it
authorizes the submittal of a CDBG Grant Application for the
same project.
RECOMMENDATION: The City Council approves Resolution No. 4583, which authorizes
the City Manager to sign and submit the HOME Grant
Application.
FISCAL EFFECTS If funded, the HOME Grant will bring $400,000 to the project and
$32,000 in administrative dollars to the City.
ALTERNATIVES: As suggested by the Council.

A RESOLUTION AMENDING RESOLUTION 4580, AUTHORIZING SUBMISSION OF A
GRANT APPLICATION TO THE MONTANA DEPARTMENT OF COMMERCE HOME
INVESTMENT PARTNERSHIPS PROGRAM (HOME).
WHEREAS, on the 21st day of August, 2000, Resolution 4580 was passed which authorized
submission of grant applications to the Montana CDBG and HOME programs;
WHEREAS, changes in the Montana Department of Commerce have necessitated the separate
authorization for each program;
WHEREAS, the City of Kalispell is applying to the Montana Department of Commerce for a
Montana Home Investment Partnership Program (HOME) grant in the amounts of
$400,000 and $32,000 in Home Administration funds for the construction of a 40-
unit senior apartment rental to be known as the Second Avenue West
Redevelopment Project, Phase I.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION I. That the City of Kalispell agrees to conform to the regulations, statutes,
terms and conditions for Application.
SECTION II. That the City of Kalispell certifies that it has disclosed all forms of
governmental assistance requested or provided for the proj ect in the Sources
of Funds Statement. If additional governmental assistance is sought in the
future, the HOME Program shall be notified promptly.
SECTION III. That Chris A. Kukulski, City Manager, is authorized and directed to submit
this Application to the Montana Department of Commerce on behalf of the
City of Kalispell, to act on behalf of the applicant and to provide such
additional information as may be required.

RESOLUTION TO AUTHORIZE SUBMISSION OF APPLICATION
AND
AGREEMENT TO CERTIFICATIONS FOR APPLICATION
FOR
MONTANA DEPARTMENT OF COMMERCE
HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME)
This resolution authorizes the submission of the Uniform Housing Application to the
Montana Department of Commerce for a HOME Investment Partnership Program Grant
by the City of Kalispell for the purpose of receiving funds to provide monies that will be
used towards completion of the construction of a 40-unit senior apartment complex
between First Street West and Second Street West within the City of Kalispell.
The City of Kalispell certifies that it has disclosed all forms of governmental assistance
requested or provided for this project in the Sources of Funds Statement. If additional
governmental assistance is sought in the future, the HOME Program shall be notified
promptly.
If selected for funding, the City of Kalispell agrees to comply with the HOME Program
requirements, regulations, statutes, terms and conditions described in the HOME
Certifications for Application found within the FFY2000 HOME Application Guidelines;
and
That Chris A. Kukulski, City Manager, is authorized to submit this application to the
Montana Department of Commerce, on behalf of the City of Kalispell act on behalf of the
applicant and to provide such additional information as maybe required.
