1. Council Minutes - Regular Meeting September 18, 2000A REGTL,�Ik MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT P.M. MONDAY, SEPTEMBER 18, 2000, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR WILLIAM E. BOHARSKI PRESIDED. COUNCIL MEMBERS JIM ATKINSON, DON COUNSELL, DALE HAARR, RANDY KENYON, DUANE LARSON, FRED LEISTIKO, DOUG SCARFF AND CITY ATTORNEY GLEN NEIER WERE PRESENT. COUNCIL MEMBER RON VAN MATTA AND CITY MANAGER CHRIS KUKULSKI WERE ABSENT. Mayor Boharski called the meeting to order and led the Pledge of Allegiance. AGENDA APPROVAL Haarr moved approval of the Agenda. The motion was seconded by Scarf f. There was no discussion. CONSENT AGENDA APPROVAL 1. Council Minutes - Regular Meeting September 5, 20011, 2. Approval of Claims per Payables Register-$131,761.31 3. Award Bid - Mulch -Master Leaf Machine & (2) Leaf Hoppers One bid was received from Triple W Equipment of Kalispell. Staff recommended the bid be awarded to Triple W in the amount of $56,700.00. 4. Award Bid - 26 Cubic Yard Solid Waste Automated Sideloader One bid was received from Kois Brothers Equipment of Great Falls. Staff recommended the bid be awarded to Kois Brothers in the amount of $159,265.00. Scarff moved approval of the Consent Agenda. The motion was seconded by Larson. There was discussion. Boharski asked Public Works Director Jim Hansz what will happen to the old leaf machine. Hansz answered they will be keeping it as a backup unit. He commented the new machine actually mulches the leaves whereas the old one simply picked them up. Kalispell City Council Minutes September 18, 2000 The motion carried unanimously upon vote. HEAR THE PUBLIC Gib Bissell, Airport Advisory Board, told members he's concerned with people walking and driving across the airport runway to reach Rosauer's. He urged the Council to find the money to finish the fencing. Haarr asked how much fence is needed and the cost. Parks Director Mike Baker said on the Rosauer Is side, there's about 1100 linear feet of fence needed at a cost of approximately $10,000.00. He said for the entire airport, it would cost about $45,000.00. Leistiko said a letter was sent to Rosauer's asking them to share the cost of the fence and asked what they responded. Baker stated that Rosauer's feels it's the City's liability. Larson said he would like to see the City find the money to fence the entire airport to FAA standards instead of using a "band -aid" approach. ORDINANCE 1364 - 1ST READING - ESTABLISHING PARK HOURS This ordinance formally sets the opening and closing hours of City parks for law enforcement purposes. Staff is recommending the parks open at 6:00 a.m. and close at 11:00 p.m. Scarf f moved first reading of Ordinance 1364, an ordinance amending R.O. 1947, Sections 899-901 (Section 19-20 of the Kalispell City ••- to provide • opening and closing hours • City •_ and establishing an effective date. The motion was seconded by Larson. There was no discussion. The motion carried unanimously upon roll call vote. RESOLUTION 4583 - HOME GRANT APPLICATION SUBMISSION In August, Council passed Resolution 4580 authorizing the submission of a grant application to the Montana HOME program for monies to be used toward the construction of a senior apartment complex. Since then, the HOME Bureau Chief has requested additional data and an amendment to Resolution 4580 is required. The motion carried unanimously upon roll call vote with Atkinson abstaining., MAYOR/COUNCIL/CITY MANAGER'S REPORT Boharski acknowledged that Saturday, September 16, was the 60th anniversary of the day when Montana's 163rd Infantry Regiment was called to active duty in the Pacific and thanked them for their sacrifice. Larson read a letter from the Salvation Army thanking Mayor Boharski, the Fire Department and the Police Department for their participation in the 2000 Summer Lunch Program.
