SUBJECT: Appointments to City -County Planning Board
MEETING DATE: December 18, 2000
BACKGROUND: Two City -County Planning Board's positions are expiring at the end of this
year, those of Jean Johnson and Don Mann. If you recall, the State statute and Ordinance 1166
conflict on planning board appointments. According to State law, one appointment is a Mayoral
appointment (not subject to Council approval) and the other is a Council appointment.
Last year, in an effort to be consistent, we informally agreed that all appointments would be done
with a Mayor's recommendation and Council's approval. If you are amenable to that arrangement,
I have a suggestion. Of the seven individuals who applied, there are two who stand out as qualified
in a unique way. They are Sara Jane Willis and Robert Vine. Neither appear to represent either a
traditional conservative or liberal philosophy. Both have spent a significant portion of their lives
outside the Flathead Valley in more than one location. In addition, both appear to have been
involved in issues pertaining to land -use planning.
While I do not personally know either of them, judging by their letter/resume, they both appear to
be level-headed, moderate choices that we could all agree on. Vine and Willis would bring no local
political baggage and some unique out -of -the -area perspectives to our planning board. If you have
an alternate suggestion or disagree with this approach, I should be home over the weekend. Feel free
to give me a call.
RECOMMENDATION: Council members confirm the appointments of Sara Jane Willis and
Robert Vine to the City -County Planning Board.

I am writing to apply for a position on the City / County planning board. I am interested
in this position and feel that my experience would be of benefit to this planning board.
I am a graduate of Clarkson College of Technology, Potsdam, N.Y. with a Bachelor of
Science degree in Civil Engineering. I have owned property in Flathead county since
1994 and own my residence which is within the city limits of Kalispell. My daughter
and family including four grandchildren have resided here since 1990. All four
grandchildren attend Kalispell schools. I am 70 years old and have spent my career in the
Construction Industry, I have lived in several states and two foreign countries while
working on major construction projects primarily related to power facilities. As an
engineer and project manager my duties included construction planning , scheduling and
cost control. I served as project manager for Snohomish County public Utility District for
the construction of the Henry Jackson Hydroelectric Project in Snohomish County,
Washington Other assignments have involved Roads, Bridges, Steam power
plants,Hazardous waste cleanup, etc. These assignments involved dealing with Federal,
State and Local agencies. I retired from Raytheon / Ebasco Overseas Ltd.,now a part of
the Washington Group, in February of this year.

This letter is to express my desire to take an active part in the planning, zoning changes
and new development in our area.
I live in the city limits of Kalispell and would qualify for the Kalispell Planning Board,
however my greatest interest would be to serve on the Flathead County Planning Board.
If you find these two committees fill quickly, I would also Like to be considered for the
Conditional Use/ Zoning Changes Board.
I have attached a copy of my resume', but would like to give you a little more
information regarding my background. Before I moved to Montana in 1985,1 worked in,
the survey/civil engineering field in Southwest Florida. I designed many PUD's, roads,
shopping malls, golf courses, parking lots, etc. and often made presentations to groups
like the County Commissioners for Zoning changes and/or variances. Two examples of
jobs I was a part of are:
® Palm Beach International Airport's new paving and drainage
® West Palm Beach's Flagler Avenue Bulkhead/retaining wall, bike path, curb and
gutter, pavement and sidewalk. (Paving and Drainage)
A good example of the need for planning can be seen in Martin County, FL and the
adjacent Okeechobee County. Martin County's East side is the Atlantic Ocean, thus
growth occurred there much more quickly than in it's inland neighbor, Okeechobee. The
city of Okeechobee was planned with 100' to 300' road R/W's and the city of Stuart was
planned with 33' road R/W's. Today, traffic flows through Okeechobee nicely. Stuart,
on the other hand was forced to purchase additional land for road R/Vv', with some of the
land being purchased by the foot!
My husband was killed in a car accident in South Florida in 1981. I stayed in the
survey/engineering field and tried to fill the void he left. It was difficult, but with a great
deal of determination, I was very successful. In the summer of 1985, I came to Montana
on vacation and decided to stay! I chose not to get back into development and opted for
the excitement of luring "off the grid" and working, for an outfitter.
In 1996, to benefit my children's education and socialization, we sold our home in Lost
Prairie and moved to Kalispell. Along with the move came a career change for me. Real
Estate was a natural, given my background.
Over the years I have seen the rapid growth and the need for adequate planning. As a
realtor, I have a general knowledge of our zoning and keep up with new issues -as they
arise. Growth, we all know, is inevitable. We can plan for it now or be sorry that we
didn't in the fixture.
I would bring to a Planning Board the ability to present and look at issues, brainstorm
with my fellow committee members and create resolutions in a fair and impartial manner.
I will be happy to add valuable insights from my past and present experiences to any of
the planning boards you would consider placing me on.

I am writing to apply for a position that I understand is being vacated on the City/County Planning Board.
I am interested in this position and would respectfully ask that you consider me to fill this vacancy. I feel
that I am qualified and would be an asset to the board.
I am a Kalispell, Montana native. I am 37 years old and I own a business and a home in the city limits of
Kalispell, as well as several hundred acres scattered around the county from the North Fork, to Rogers
Lake, to Lakeside.
For the past ten years, I have been the secretary/treasurer and business manager for my own business,
Thorco Inc. Prior to starting this business with my husband, I attended the University of Great Falls and
graduated with a Bachelor of Science degree, and a paralegal certification. After graduating from the
University, I worked at a local law office for approximately two years as a paralegal. Before attending the
University of Great Fails, I worked at First Interstate Bank of Kalispell for eight years. Six of these years
were spent in the real estate department where I was in charge of the construction loans. This entailed
getting the proper inspections done, getting the VA and FHA certifications in order for these loans to
qualify for federal programs, and disbursing funds to the borrowers and/or contractors during the
construction phase.

This is a request to be appointed to the Kalispell City/County Planning Board. I am very
familiar with the regulations, policies, procedures, and responsibilities of Planning Boards
and would like the opportunity to bring my experience to you through the Board. You
appointed me to your Board of Adjustment earlier this year which has worked well. I
believe my experience can also be advantageous on the Planning Board.
I began working in the planning field in 1979 in Maricopa County, Arizona. I moved t*
California in 1989 to work with the City of Lancaster's Planning Department. I then moved
to Kalispell in 1993 where I began working with FRDO until 1996, For the past 3-1/2years I
have been providing consulting services to the public here in the Valley. I would like to
bring my 20 years of experience in both the public and private sectors to you.
I can bring to the Planning Board and Council my experiences and expertise on such things
as master plans, neighborhood plans, overall development plans, zoning, subdivision, and
environmental regulations. How these guidelines and regulations are used will have far
reaching impacts on the growth of the City and the Valley. These guidelines and regulations
should be practical and designed to allow for alternative locations/solutions for the growth
and development of the City.
