Kukulski, City Manager SUBJECT: Conditional Use Permit - Northwest Imaging Temporary MRI Building in the H-1 District MEETING DATE: December 4, 2000 BACKGROUND: The applicants are requesting a conditional use permit to allow the placement of two 60 foot by 13.5 foot modular buildings that would be placed side by side in a staggered fashion creating a 60 by 27 foot building on a temporary basis. The proposed building is a temporary modular medical building to house a new Magnetic Resonance Imaging (MRI) facility. High patient demands for this diagnostic tool exceed what is currently available at the hospital and the facility will have a full patient schedule upon start up, up to eight per day. The temporary building is necessary until an outpatient structure is built within the campus of the Kalispell Regional Medical Center in 2002. The building would be located near the eastern entrance of the property which has been barricaded for several yearsIt is anticipated that the temporary office space may be required to be used for up to two to three years.The property proposed for the temporary office building is located in the northeast corner of the Medical Arts parking lot located between Sunnyview Lane and Conway Drive. The proposed 60 foot by 27 foot modular building will be placed in the eastern access area to the northeast of the existing medical office building. The location of the building on this site will not require the displacement of existing parking nor will it generate a significant need for additional parking. The building will meet the required setbacks of the H-1 zoning district. There is adequate usable space to accommodate the proposed building. Primary access to the building would be from the south, from the parking lot. No alterations to the existing parking lot would be made as a result of the placement of the building. According to the application, there would be one person at a time visiting the facility, up to a maximum of eight all day. Parking is calculated for medical offices at a ratio of one space per 200 square feet. Medical Arts building has approximately 30,000 square feet. The building to the south has approximately 3,200 square feet and is occupied by a pharmacy and espresso shop. Total parking for all of the uses on the site could be estimated to be approximately 166 spaces. Although not delineated on the site plan, the application states that there are 130 spaces devoted to the Medical Arts building, 12 to the pharmacy and an additional 43 spaces that are available for use on the church property to the west. On -site parking would consist of approximately 142 spaces, 43 at the church for a total of 185 parking spaces. The temporary building has a total square footage of approximately 1,600 square feet which would generate a need for an additional eight parking spaces. Generally, this would create a need for a total of 174 parking spaces. Parking for all of the uses can be met by using the church parking to the west. However, the overall parking needs and parking available have not been clearly outlined. The Kalispell Zoning Administrator will need to verify required and available parking. There are two established accesses to the site from Conway Drive and two established accesses from Sunnyview Lane, one that has been barricaded. In the past, this parking lot was the only property in the area that provided a through connection between Sunnyview Lane and Conway Drive. Because of the volumes of traffic that were using the parking lot as a short-cut, the property owners blocked the two northern accesses off of Sunnyview Lane to the parking and left the two access to the south from Conway Drive open. Recently, in part because of the construction activity at the hospital, the western access from Sunnyview Lane has been reopened and the access near where the modular building would be placed will remain blocked. Accesses and parking lots are paved and traffic circulation within the site is generally good. The Kaaispell City County Planning Board met on November 14, 2000 and held a public hearing on the matter. Narda Wilson of the Flathead Regional Development Office presented staff report KCU-00-9 evaluating the conditional use permit proposal. The staff recommended approval of the application subject to five conditions. At the public hearing David Greer and Paul Weil spoke in favor of the application and no one spoke in opposition. The board discussed the request, considered public testimony and reviewed the criteria. A motion was made to adopt staff report KCU-00-9 as findings of fact and forward a recommendation of approval of the conditional use permit subject to the five conditions found in Attachment A. This matter is being forwarded to the Kalispell City Council for consideration at their December 4, 2000 regular city council meeting. STAFF REPORT Narda Wilson, of the Flathead Regional Development Office gave a presentation on staff report KCU-00-9, a conditional use permit to allow the placement of two 60 foot by 13.5 foot modular buildings that would be placed side by side in a staggered fashion creating a 60 by 27 foot building on a temporary basis. Wilson reviewed the report in accordance with the conditional use review criteria. She stated the issue of parking looked as if they had enough but the Kalispell Zoning Administrator would need verification that required parking was available. Staff recommended approval based on 5 conditions, the main issues being compliance with the fire codes and parking. Stevens asked if compliance with the building standards included the foundation. This question was directed to Mr. Greer to answer. PUBLIC HEARING The public hearing was opened to those who wished to speak on the proposal. PROPONENTS David Greer stated the need was almost an emergency because they didn't have enough capacity to accommodate the current patient load. He said the unit was not a typical modular unit and cost more than a new home. He said it was currently in place in a hospital in Oregon and was originally built to meet federal specifications, so, when it is brought here it would have to comply with all uniform building codes including roof load for snow. The reason for a conditional use permit was because they were proposing two units on the same tract of land. He referred to the pictures included in the report and said it did not detract from the general area. He said it was built for the MRI unit with lots of shielding and would be placed on a foundation. He explained that they would like to put it in this year, yet hadn't started digging yet. He explained that access would be off of Conway through the parking lot. He said they would only do eight patients a day, one patient at a time, so they would not contribute to any more parking. Paul Weil, Administrator of Northwest Imaging, stated this was an emergency because the hospital was seeing patients for MRI imaging starting at 7:30 in the morning and ending at 11:30 at Kalispell City -County Planning Board November 14, 2000 Meeting Minutes Page 5 of 10 night. If you needed an MRI you would not be able to get an appointment until mid -December. They had specialists who were pressuring them to get it up and running. The delay was due to possible options in pursuing the project. He said they decided they wanted to work with the hospital and it took some time to coordinate efforts. He wanted to assure them it was a very nice building. OPPONENTS No one wished to speak and the public hearing was closed. MOTION Heinecke moved and Pierce seconded to adopt staff report KCU-00-9 as findings of fact and, based on those findings, forward a recommendation to the Kalispell City Council that the conditional use permit be granted subject to five conditions. CITY OF KALISPELL An amendment to the Kalispell Zoning Ordinance proposed by ZONING TEXT the City of Kalispell that would change the parking AMENDMENT requirements in Special Parking Maintenance District No. 2. STAFF REPORT Narda Wilson gave a presentation on staff report KZTA-00-3, stating the City of Kalispell had proposed the amendment as a housekeeping amendment. She said that all the new uses in Special Parking Maintenance District #2 were now required to have one space for every 400 square feet of gross floor area, intended to reduce the parking requirements for the downtown area, and to encourage infi.11 and density. She said there was a minor problem with the language because it didn't have any exclusions to the 1/400 parking requirement. She said it came to light when looking at elderly housing. The language being proposed would ultimately require less parking. She said the proposal was intended to encourage infill, density and redevelopment in the downtown area. Staff thought it would provide an incentive to encourage development in the area, thereby, conserving the value of buildings, encouraging the most appropriate use of land in the downtown area and furthering the goals of the master plan. Staff recommended that the proposed amendment be approved. PUBLIC HEARING The public hearing was opened to those who wished to speak to the proposal. PROPONENTS No one wished to speak. Temporary uses are listed as a conditionally permitted use in this district. E. Surrounding Zoning and Land UsesZoning: All of the surrounding properties are located in the H-1, Health Care, zoning district. Recently, in part because of the construction activity at the hospital, the western access from Sunnyview Lane has been reopened and the access near where the modular building would be placed will remain blocked. Accesses and parking lots are paved and traffic circulation within the site is generally good. C. Open Space: No specific open space requirements are required under the zoning other than the required setbacks. The building will be located to meet 9 the setbacks for the H-1 zoning. d. Fencing,/ Screening,/Lan�dscap'rng: There is some limited landscaping around the perimeter of the site. No landscaping is being proposed because of the temporary nature of the building. No fencing, screening or landscaping appears to be warranted, as this is a temporary use. e. Solid Waste: Solid waste pick-up will be provided by the City, and no significant increased impacts can be anticipated as a result of the proposed use. h. Roads: Minimal traffic generation can be anticipated as a result of this use because of the limited service capacities of the building. Access will generally be onto Sunnyview Lane or Conway Drive, paved City streets which are adequate to accommodate the proposed use. The temporary building is necessary until an outpatient structure is built within the campus of Kalispell Regional Medical Center. [The new structure on the hospital campus should be initiated in the spring of 2001 and should be ready for use and occupancy in 2002.] The need for an additional MRI (beyond what is currently available at KRMC) is immediate due to high patient demands for this diagnostic tool. The facility will have a full patient schedule upon start-up of the new machine. Up to 8 patients per day can be scheduled for the procedure. The building is a special purpose structure, designed exclusively for an MRI. It is currently in use at the Good Shepard Medical Center in Hermiston Oregon. The structure meets all related uniform building codes with the exception of snow load. A roof canopy (or other acceptable solution) will be built over the entire structure to meet local snow load requirements. The structure is comprised of 2 modular units, having a combined with of slightly more than 27 feet and a length of 60 feet. Please note that the units are offset (see site plan) so the overall length of the building occupies an equivalent area of more than 80 feet. The proposed temporary MRI building will be located on the north side of the Medical Arts Building. The site plan indicates that the preferred location of the building is near the northeast corner of the property in the area of the closed access road. An alternative site would be the northwest comer of the property. The final choice of sites will depend somewhat on proximity of utilities. The proposed location at Medical Arts is convenient to the existing medical staff that would operate the MRI. As noted previously, a maximum of 8 patients per day can utilize the MRI. The associated parking demand would be 1-2 spaces since the patient scheduling would be spread out over an 8 hour period. No additional parking would be required for the medical staff since the Northwest Imaging offices are already located in the Medical Arts building. Entrance to Medical Arts and to the modular building would remain off Conway Drive. Medical Arts has a gross building area of 30,000 sq ft. The associated parking requirement is 150 spaces (ratio of 1 space per 200 sq ft.). There are 130 spaces assigned to Medical Arts. The satellite pharmacy building at the south end of the property has an additional 12 dedicated spaces. An agreement with the adjoining church provides an additional 43 spaces for daytime use.
