1. Ordinance 1373 - Prohibiting Parking on a Section of 5th Ave WN - 2nd ReadingThe Kalispell Department REPORT: Honorable Mayor and City Council FROM: Frank Garner, Chief of Police SUBJECT: No Parking Ordinance MEETING DATE: December 4, 2000 BACKGROUND: In October of 2000 the Public Works Department and the Police Department conducted a traffic analysis in the 200 block of 5th Avenue West North and found that the road was severely constricted near Washington Street on 5th Avenue. The removal of two parking spaces on each side of the road would greatly improve traffic flow. This ordinance was passed on first reading. RECOMMENDATIONS: The City Council should adopt ordinance number 1373 on second reading, eliminating parking on the east and west side of 51h Avenue at Washington Street. The net effect will be the removal of four parking spaces. FISCAL EFFECTS: None. ALTERNATIVES: As recommended by Council. Chief of Police • KPD phone (406) 758-7780, FAX (406) 758-7799 300 1 st Ave. East, Kalispell, MT 59901 AN ORDINANCE TO AMEND SECTION 17-54, KALISPELL CITY CODE, PROHIBITING PARKING ON THE EAST AND WEST SIDES OF 5TH AVENUE WEST NORTH BETWEEN WEST WASHINGTON STREET AND WEST IDAHO STREET, AND DECLARING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. Section 17-54 of the Kalispell City Code is hereby amended to read as follows. (D) 1. On both the east and west sides of Fifth Avenue West between the Burlington Northern Tracks and Eleventh Street West, at any time. 2. On both the east and west sides of Fifth Avenue West North between West Washington Street and West Idaho Street, at any time. SECTION II. All other portions of Section 17-54, Kalispell City Code, shall remain unchanged. SECTION III. This Ordinance shall become effective 30 days following its passage by the City Council and signed by the Mayor.
