SUBJECT: Appointment to Architectural Review Committee
MEETING DATE: November 6, 2000
BACKGROUND: Pursuant to Section 2-3, Ordinance 1166, recommendations to advisory
boards are made by the Mayor with the consent of the Council. At the regular City Council meeting
held on October 16th, I recommended to the Council the appointment of Sharon Jackola to the
Architectural Review Committee. As you recall, I chose not to vote and the confirmation failed on
a four to four tie vote. Since there was no discussion before the vote, I must assume there was some
concern as to whether Mrs. Jackola was adequately qualified to fill the position. Since that meeting,
either Sharon or I have attempted to reach all members of the Council regarding this question. In
addition, I have invited her to the November 6th meeting to answer any questions you may have.
Of the three applicants, my preference is Mrs. Jackola. I believe it's in the best interest of the City
to appoint a member to the ARC from a firm other than Architects Design Group in that one of their
architects has served on the board for many years and I believe it's in the best interest of the City to
add some diversity to the Committee. While I personally know Mr. Powell, I believe his area of
expertise is not as extensive as Mrs. Jackola's and of the three candidates, I feel she is the best
qualified.
RECOMMENDATION: Council members confirm Sharon Jackola's appointment to the
Architectural Review Committee.

I recently read a newspaper article about the vacancy on the City of Kalispell's Architectural Review
Committee. The retiring volunteer, Jim Thompson, was one of my partners at Architects Design Group
prior to his retirement from our firm. Like Jim, I appreciate good planning and good architecture.
At this time I would like to offer my services as a volunteer on the City of Kalispell's Architectural Review
Committee. I have been a licensed Architect in the State of Montana since 1976 and have an active
practice here in Kalispell. [Architects Design Group] I am also a City of Kalispell property owner. [No. I

enough that I would be able to attend the meetings.

In regard to this item in the paper about the need for an architect to
fill a position on the architectural review committee, I believe Sharon
Jackola would be an excellent first choice. Her father, George Ephraimson,
was a good engineer and man; his daughter is just as conscientious as he was.
As you indicated she may be too busy to serve on the board, so I might be
able to fill in if necessary. Your councilman, Don Counsell, knows me. He in
fact got me involved in teaching a course on architecture/building construct-
ion at FVCC some 22 years ago.
I've been licensed for some 25 years now as a Montana architect(#890)(grad
B of Arch MSU 1971). I've worked in Seattle, Denver, LA, Yuma AZ, Houston on
just about every type of project imaginable. But like other Kalispell refu-
gees from the BIG CITY, Kalispell and the Flathead Valley is big enough for
me. And so I returned to Kalispell in 1986 to stay, my family actually goes
back 6 generations in Kalispell. In the 54 years I've lived here, off and on,
I've seen a steady growth pattern, too fast for some, too slow for others. But
that growth line seems to be almost an immutable law of natures Kalispell is
becoming Missoula -north, so how to guide and direct that growth? For example,
in Houston you have a crazy quilt of totally unrelated things cheek by jowl:
graveyard, expensive high rise, homeless cardboard shacks, power station...
all on the same block. Or Seattle: totally paved over = BIG RUNOFF problems
in heavy rains. Or Missoula's Malfunction Junction. The point then is that
there is a lot of mistakes that have been made in urban environments, let's
learn from them as we ponder various development proposals.
Here in Kalispell I've helped Mike Baker with a couple of small projects.
Pete Ladonne with his Mountain Crossroads restaurant(Lake Blaine). Montana
Grille in Somers. Days Inn in GF. Deer Park School, West View school in CF.
AARF bldg at the Co airport. Various house designs in the valley. And the
inevitable stack of preliminary design concepts that never went anywhere, as
any architect knows(he has drawers full of them).
-For the past several years I've been concentrating on various inventions/
concepts that will have a far wider impact than any single building would
have. One thing I'm working on is an advanced helicopter concept as a logging
helicopter. A quieter, safer, cheaper logging helicopter incorporating all
the latest technology advances would totally turn our timber industry around.
How many people work on a single building vs in the timber industry? Then
there is my sky well/balloon tower concept to pull moisture/rain out of clouds
and down on to thirsty Montana lands. What is any single building worth vs
the whole state of Montana suffering a year's worth of drought? As you can
see then I'm working on things bigger and broader than what you normally think
an architect works on. But creative thinking is our job description, or as I
say: creating is the best narcotic ever invented, you can't get enough of it.
As a judge sitting on the ARC then I won't let my personal opinion get in
the way of an impartial opinion. I understand clearly the difference between
advocacy and judging, as I've had to be Solomon in various construction dis—
putes. As my father always said: tough ... but fair.
I will be 60 Oct 17, a mason(York/RAM/shriner), Presbyterian deacon and
choir(bullfrog bass) and barbershopper with you. These outside activities
take up monday/tuesday/wednesday/thursday nights. So when does the ARC meet?
Finally, Sharon Jackola is best first choice. I would only serve if she
couldn't do it.
