09. Resolution 4594 - 4 Way Stop Signs at 1st Ave E and 11th St EV D� REPORT: FROM: SUBJECT: Department Honorable Mayor and City Council Frank Garner, Chief of Police 4-Way Stop Sign @ First Avenue East and Eleventh Street East MEETING DATE: November 6, 2000 BACKGROUND: In September of 2000 the Public Works Department and the Police Department initiated a traffic study of First Avenue East and Eleventh Street East following a request by Shelley Laing to determine if a 4-way stop was warranted. The traffic study indicates the volume warrant and the delay warrant have been met as determined by the Manual on Uniform Traffic Control Devices. The manual dictates a specific traffic control device is warranted if one or more warrants are satisfied. Memorandum from the Public Works Department and the Police Department are attached. RECOMMENDATIONS: I recommend the City Council adopt an ordinance designating First Avenue East and Eleventh Street as a 4-way stop intersection. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: . SECTION I. That vehicles, including motor vehicles, bicycles, or other vehicles shall be required to stop in the North and South bound lanes on 1st Avenue East at its intersection with 11th Street. SECTION II. The Chief of Police is authorized and directed to erect a stop sign at the above location. SECTION III. This Resolution shall become effective immediately upon its passage by the City Council and approval by the Mayor. The MUTCD establishes several warrants for this type of installation. They are traffic accident history of 5 accidents per year that would be prevented by a 4-way stop, and a 500 car per hour traffic volume in an eight -hour period with 200 cars per hour on the minor street. The volume warrant must be matched with a 30 second per vehicle delay for the minor street. The traffic accident data you provided showed that accident history does not support installation of a 4-way stop. The volume warrant was met. I had the volume data further analyzed by Morrison Maierle to ascertain the traffic delay because we do not have the specialized capability to determine these delays. Their analysis shows the delay warrant is also met. Therefore, I recommend installation of a 4-way stop at the intersection of First Avenue East and 1 Ith Street East. Please let me know whether you concur with this recommendation ,�1�d,� �xroeaa • }�yi�/� „+'.1�'� w w'�7✓� a {rc;` MEMORANDUM Date: October 5, 2000 To: .Tim Hansz, Director of Public Works From: Frank Garner, Chief of Police RE: Four -Way Stop Sign at First Avenue East and Eleventh Street Department I have reviewed your analysis of the traffic study information regarding Shelley Laing's request for a four-way stop sign at 1" Ave E & 11t' St. I concur that sufficient MUTCD warrants have been met to recommend a four-way stop at that intersection. Though the traffic accident history warrant was not met, it was very close to the recommendation threshold. It has been our experience that the four-way stop at I" Ave W. & 11"' St. has had a calming influence on traffic in that area. I suspect this installation may have a similar influence on this intersection.
