A. AGENDA APPROVAL
All items listed on the Consent Agenda will be accepted by one
motion. if a Council member desires to discuss an item
separately, the item can be removed from the Consent Agenda by
motion.
1. Council Minutes - Regular Meeting October 2, 2000
2. Proclamation - Red Ribbon Week
Persons wanting to address the Council on items not on the
Agenda can do so at this time. Those addressing the Council
are requested to give their name and address for the record.
Those wishing to address the Council on specific Agenda items
will be allowed to do so at the time it appears on the Agenda.
Please see the last page of the Agenda for Manner of
Addressing the Council. (Comments shall be limited to three
minutes)
D. PUBLIC HEARING - WATER & SEWER RATE INCREASES
Council will receive public comments concerning proposed water
and sewer rate increases which are needed to cover the basic
costs of providing utility services at their current levels.

1. Resolution 4590 - Glacier Village Greens Annexation
Council will consider annexing the Glacier Village Greens
area northeast of Kalispell off Whitefish Stage and West
Evergreen Drive. A Resolution of Intention to annex was
passed by Council on September5th.
2. Ordinance 1365 - Hiqhwav 93 Corridor Zoning - 2nd Reading
At its last meeting, Council annexed the Highway 93
corridor between the Kalispell Athletic Complex and the
Pack & Co. site south of West Reserve Drive. Council also
passed, on first reading, a zoning designation of P-1,
Public.
3. Ordinance 1366 - Park Bottling Co. Zonincf - 2nd Reading
At its last meeting, Council annexed 4 acres located on
the south side of Kelly Road at the request of the Park
Bottling Company. Council also passed, on first reading,
a zoning designation of I-1, Light Industrial.
4. Ordinance 1367 - Stratford Village Zoning - 2nd Reading
At its last meeting, Council annexed approximately 30
acres west of South Meadows and Ashley Park subdivisions
to be known as Stratford Village. Staff recommended a
zoning designation of R-4, Two Family Residential, and
RA-1, Low Density Residential Apartment. Instead, Council
voted, on first reading, to zone the entire area R-4.
5. Ordinance 1368 - Zoning Text Amendment - Expansion of
Nonconforming Uses - 2nd Reading
At its last meeting, Council voted in favor of an
amendment to the Kalispell Zoning Ordinance to allow for
minor expansions to nonconforming uses.
6. Architectural Review Board A-o-oointment
After advertising for a person to fill a vacancy on the
Architectural Review Board, Sharon Jackola and John
Peterson applied. Mayor Boharski will make a
recommendation for the appointment.
7. Conditional Use Permit - Wayne and Suzanne Elliott
Wayne and Suzanne Elliott are applying for a conditional
use permit to open a day care center at 1818 Airport Road
for 36 children.
