12-13-12 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, December 13, 2012 City Council Chambers 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Sean Conrad, Senior Planner Mark Crowley, Construction Manager Dwain Elkins, Plans Examiner Chad Fincher, Parks Superintendent Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Hagestad Painting — Fincher stated they plan to go back to their original plan in the spring. They will be taking out all their rock, and they will be posting a bond by the 19th in order to obtain their C of O. Their bond should include the landscaping and striping in the parking lot. They plan to change their parking alignment to angled parking, where their ingress or egress is through a little alley easement that cuts through the neighbor's backyard. It is a fenced off area, but there is a little concern as to how this may work in terms of their Conditional Use Permit. OLD BUSINESS: Family Martial Arts — 3 8th Ave W; change of use from electronics repair to martial arts studio. Sorensen received an e-mail from them. Previously we discussed paving the parking lot on the east side of the building, sidewalk along Center, and the parking area along 8th Avenue that backs into the right-of-way. We asked them to address the 8th Avenue parking area, and they have agreed to seed that area with grass in the spring to prevent future parking there. The curbing was not addressed. The parking area to the east of that is on their site. They said they would pave it in the future but are unable to do it right now. Regarding the sidewalk on Center, there is not much space there to put it in so they will not be doing that. Sorensen will note that we are not requiring any of the other items we discussed, but will recommend they put in curbing along 8th Avenue. NEW BUSINESS: Buffalo Commons PUD amendment request — amend sign regulations, remove City as party to their covenants, and align PUD with current zoning ordinance. The have an overall PUD, and then they have five pods: A single family pod along Windward, a multi -family pod (townhomes) along the north on Commons Loop, the retail pod along the highway (Blue Cow, City Brew, etc.); medical office pod that comes down from the hospital up to the Blue Cow area, and then a common area pod that is just common landscaping, etc. The City is a party to their covenants but would prefer to be removed and replace it with a document that would be the PUD regulations for the property. The new document would include more of our regular zoning regulations, with either a standard office type of zone or neighborhood buffer business type of zone. Sign regulations would be more in align with a B-1 type. The question of whether this is a major or minor change was discussed. Sorensen will meet with the hospital on Monday because they are a major property owner in this area. This will be on the agenda next week. PLANNING OFFICE ITEMS: None. OTHER REPORTS: None.
