COUNCIL MEMBER WAYNE SAVERUD Also present: City Manager Doug Russell, City Attorney Charles Harball, City Clerk Theresa White, Police Chief Roger Nasset, Human Resources Director Terry Mitton, and Planning Director Tom Jentz. This ordinance expands the boundaries of the West Side Tax Increment Financing District to coincide with the West Side Urban Renewal District. Ordinance 1717 passed on an 8-1 vote November 5. Russell gave an updated report. Kalispell City Council Minutes November 19, 2012 Page 1 None. Guiffrida moved second reading of Ordinance 1717, an ordinance amending Ordinance No. 1259, approving a proposed modification to the boundaries of the Kalispell West Side Tax Increment Financing District. The motion was seconded. Council Discussion Hafferman reiterated his reasons for voting against the ordinance, stating expanding the district is nothing more than a "scam". The motion carried upon roll call vote with Atkinson, Gabriel, Guiffrida, Kenyon, Kluesner, Zauner, and Mayor Fisher voting in favor, Hafferman voting against, and Saverud absent. This MOU between the City of Kalispell and the Department of Natural Resources and Conservation outlines the terms for a phased acquisition of a permanent easement for Kidsports. Russell gave a report emphasizing the MOU is just the first step, financing options will come later. UM'111=1111 "Fl 11111111 Dan Johns, 431 1st Avenue West, Kidsports Board of Directors member, spoke in support of the MOU and encouraged council to approve it. Anne Moran, DNRC Land Planner, thanked the city and Kidsports for the many hours spent in drafting the MOU. Shannon Nalty, 1845 Highway 93 South, remarked he supports Kidsports, but not at the expense of the Airport TIF District. Atkinson moved council authorize the city manager to sign the Memorandum of Understanding for the Sequential Purchase and Sale of Public Park Easement. The motion was seconded. Council Discussion Hafferman spoke in favor of the MOU, but requested a funding proposal that does not burden the taxpayers. Mayor Fisher applauded Kidsports, DNRC, and city staff for their work on this issue. 1 1 1 1 Jill 1 1, K.111. Kalispell City Council Minutes November 19, 2012 Page 2 This contract authorizes a public/private partnership between the City of Kalispell and Northwest Shooter for an indoor public safety training facility. Russell and Nasset gave reports and answered questions. Public Comment None. Gabriel moved council authorize the city manager to sign the agreement Shooter for the shooting range partnership. The motion was seconded. Mayor Fisher remarked she has seen the Northwest Shooting facility and feels this will be a good partnership. Russell informed council that the November 26 work session will cover hands -free devices and the Kidsports easement funding options. A work session on ethics will be scheduled in December.
