MONTHLY BOARD MEETING MINUTES

1. Call to Order:
Called to Order at 7:30 a.m., By: Mark Pirrie
2. Approval of the Agenda:

4. Hearing of the Public:.
Jim Ness of Glacier Bank attended the meeting to discuss their lot south of North Bay Grill. The bank has
come up with a plan for the lot. The intended purpose for this lot was to provide additional bank
customer parking. It is being used for long-term parking by employees from surrounding businesses and
by a few Glacier Bank employees. Glacier Bank would like to turn it into an employee parking lot. If it
is going to be used for long term parking, the bank would like it to be used by their employees. This
would hopefully make more city permits available for purchase. It is also a safety issue for bank
employees that are arriving and leaving when it is dark. Their intention is to get those employees a little
closer. Jim would like to post a sign that says Glacier Bank Employee Parking. With the additional
square footage after the remodel, the bank was required to provide a certain number of additional parking
spaces. Mark will follow up with Jim tomorrow.
Janet provided a brief history on the lot. Jim approached The Board approximately 2 years ago requesting
that he be allowed to have some permitted parking in this lot. It was approved with the agreement that
they would provide the permits. The Board was not involved with the original agreement with Glacier
Bank. Jim Patrick (former City Manager) handled the original agreement. Janet suggested that we have a
sign stating that it is permit parking only between the hours of 8:00-4:00. The parking lot is used a lot in
the evening by restaurant customers. Janet made a motion to change the lot to permit only, to be
monitored by KPC between the hours of 8:00-4:00. Second by Mark. Wade questioned how we would
be able to move forward with this if no permits are being sold. It was determined that we were able to
monitor the other 2 Glacier Bank lots because the 3rd lot offered public parking. Now that it is going to be
closed to the public they may have to sell a certain number of permits to the public. Wade will follow up
with Charlie to find out what will be required of the bank to change the lot to employee parking. Do they
need to sell a permit in each of the three lots or are they covered since they already offer customer parking
in their main customer lot?

8. New Business:
Valley Bank ticket machine
Possible replacement options were discussed. Janet suggested that we look into more compact options if
we decide to go with another ticket machine. There are much smaller machines available. Karen will
contact Duncan to request lead-times on parking meters. Joel suggested keeping the machine running and
slowly adding meters. This would allow us to purchase half of them now and half at a later date to spread
out the cost. Discussion followed regarding the possibility of increasing the parking fee from .25/per hour
to .50/hour. We are currently the only customer of Northwest Parking that is charging .25/hour. Wade
and Karen will walk through the Valley Bank Lot to see what we currently have in place for poles and
what condition they are in. Wade suggested putting the meters on the north side of the lot along the
building to help alleviate some of the clutter. Another option suggested was putting the meters in the
center of the lot leaving the surrounding area open to permit parking.
Handicap parking time limits
Wade spoke with Charlie and believes that it now needs to go before council. The Board recommends
that all spaces be 2-hour parking and be marked individually with a sticker instead of adding additional
signage.
