08-30-12 Parking Commission MinutesCITY OF KALISPELL PARKING MONTHLY BOARD MEETING MINUTES Date: August 30, 2012 Location: KPC Conference Room In attendance: Mark Pirrie, Janet Clark, Joel Schoknecht, Chief of Police Roger Nasset and Captain Wade Rademacher Minutes recorded by: Karen Durado 1. Call to Order: Called to Order at 7:35 a.m., By: Mark Pirrie 2. Approval of the Agenda: Moved by Janet, second by Joel. 3. Approval of July Board Meeting: Moved by Joel, second by Janet. 4. Updates from City Parking: Street Update — Jack Office Update — Karen Unfinished Business: First Interstate/Rising Sun Bistro parking Mark contacted Rising Sun Bistro and the manager said that she needs to speak with her partners again before any signs are placed in the lot. First Interstate will cover the expense of the sign to put on the side of their building. Mark asked who will be responsible for writing the lot contracts. Roger said The Board will advise and recommend if it is appropriate to move forward with the contracts and as to how they should look. The KPD will write the contracts and forward them to Charlie Harball (City Attorney) for review. 7. New Business: Parking Advisory Board Bylaws Roger drafted Bylaws and forwarded them to Charlie Harball (City Attorney) for his review. Charlie attended the meeting to answer any questions The Board may have. Not all of the Councils Boards have Bylaws. All city boards function first under the City Manager, but ultimately under the council. For the day to day operations The Board will be working with Roger and Wade. On the larger policy decisions The Board will share with the City Manager and then with council. Ordinances are an example of something that will have to go through council. Charlie said that Bylaws are essentially a tool. They are nice to have in place if we add additional board members. Janet inquired about the status of handicap parking. Under state statue, the city has a certain amount of discretion. As far as time limits the city can make a determination which spots should have certain time limits. Council has the authority to do this but it has to be done by ordinance. The idea behind regulation is to keep the spaces open. The handicap parking with time limits must have placards stating the time limits. The next step is to bring something to Charlie to create an ordinance. We will put this on the agenda for the next meeting. Snowplowing and shoveling Wade contacted Double Diamond and All Bright regarding plowing and shoveling. He has offered them the contracts for the upcoming snow season if they will provide their services without an increase from last year. Other possible options for snow removal were discussed. The City is not an option because they are not able to meet the 8:00 deadline for having the lots plowed. The streets are priority for the City. Missoula Parking Commission Mark spoke with Anne Guest (Missoula Parking Commission) to find out what they are currently using in their downtown area. They are transitioning to a block face meter having just one meter located in the middle of the block. They experimented with individual meters that accepted credit cards. It ended up being over a dollar an hour with them just to break even. Mark suggested that we consider tiered pricing on our tickets. This would require having a handheld ticketer. Missoula is currently using this system and it is working well for them. They allow the first ticket free. The second is $5, then $10, $15 and peak out at $20. If after 180 days they are ticket free, it would start over again. Discussion followed regarding booting vehicles versus tiered pricing for citations. Mark feels this would be a stepping stone to meters. Mark strongly suggested that if we decide to go to meters, we should not be tied to the Police Department. We would need to be an enterprise fund or parking authority. Anne was adamant that if we go to meters, The Board should be in full control of our own finances. Cardinal is the brand of handheld that Missoula is using. Anne offered to attend one of our meetings to answer any questions that we may have. Roger suggested that it may helpful for us to go to Missoula to actually see what their process is about. Janet requested that Karen look into the handheld ticketer and obtain some basic information.
