Council Minutes — Regular Meeting — October 15, 2012
2. Contract Approval — Engineering Services — SID #345
Special Improvement District #345 was created on October 15 to help fund storm
water improvements in the Willows Subdivision. Staff is recommending the
engineering contract be awarded to Morrison-Maierle.
3. Firefighter Confirmation
Brent Councilor has completed his probationary period with the Kalispell Fire
Department and council confirmation is requested.
4. Proclamation — National Hospice and Palliative Care Month
Persons wishing to address the council on any issue not on the agenda are asked to do so
at this time. Those addressing the council are requested to give their name and address for
the record. Please see the last page of the agenda for Manner of Addressing the Council.

D. PUBLIC HEARING — WEST SIDE TIF DISTRICT
The city council will accept public comments concerning the expansion of the West Side
Tax Increment Financing District.
E. PUBLIC HEARING — DEPOT PLACE
The city council will accept public comments concerning the development of Depot
Place, an affordable multi -family rental housing complex at 249 East Center Street.
Persons wishing to address the council on individual agenda items will be asked to do so
following staff reports. Please see the last page of the agenda for Manner of Addressing
the Council. (Comments shall be limited to three minutes)
Ordinance 1717 — West Side TIF District Expansion — 1st Reading
Ordinance 1717 expands the boundaries of the West Side Tax Increment
Financing District to coincide with the West Side Urban Renewal District to
create a financing tool for possible redevelopment of the city's core area
neighboring the railroad tracks.
2. Resolution 5595 — Preliminary Plat Extension — Glacier Town Center Phase I
This is a request for a two-year extension of the preliminary plat for phase I of
Glacier Town Center, a 485-acre site between Highway 93 North and Whitefish
Stage Road.
3. Plat Amendment - Mile High Court
Montana Mapping Associates has submitted an amended plat to adjust the
boundary lines for two lots located off Mile High Court. Staff is recommending
the council approve the amended plat which abandons a portion of the right-of-
way and accept new right-of-way.
4. Resolution 5596 — Amends Budget Resolution 5580 — Mill Levy Correction
The city levy approved by council on August 20 did not include a reimbursement
from the State of Montana related to the reduced business equipment tax. The
corrected mill levy is 154.60 mills.

Section 2-20 Manner of Addressing Council
Each person not a Council member shall address the Council, at the time designated in
the agenda or as directed by the Council, by stepping to the podium or microphone,
giving that person's name and address in an audible tone of voice for the record, and
unless further time is granted by the Council, shall limit the address to the Council to
three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the
Council or Staff.
C. No person, other than the Council and the person having the floor, shall be permitted to
enter into any discussion either directly or through a member of the Council, without the
permission of the Presiding Officer.
d. No question shall be asked of individuals except through the Presiding Officer.
