ss. AFFIDAVIT AS TO SIGNATURES
COUNTY OF FLATHEAD ) OF OFFICERS
Affiants, being first duly sworn, upon oath depose and say that affiant PAMELA B.
KENNEDY is the duly qualified and acting Mayor, that affiant AMY ROBERTSON is the duly
qualified and acting Finance Director, and that affiant THERESA WHITE is the duly qualified
and acting City Clerk of the City of Kalispell, Montana (the "City"); that in such capacities,
respectively, we have been authorized to execute $2,000,000 in aggregate principal amount of
Tax Increment Urban Renewal Revenue Bonds, consisting of $1,445,000 Series 2005A Bonds
(Non-AMT) and $555,000 Series 2005B Bonds (AMT) (the "Bonds"), of the City, dated as of
September 15, 2005; that the signatures subscribed to this affidavit are the proper signatures of
such affiants as such Mayor, Finance Director and City Clerk, respectively; that all facsimile
signatures affixed to the Bonds are true and correct engraved, printed or stamped facsimiles of
affiants' proper signatures; and that a duplicate original of this affidavit has been filed with the
undersigned City Clerk in accordance with the provisions of Montana Code Annotated, Section
2-16-114(2).
