SUBJECT: March 2, 1999 Meeting On Airport TIF District
Attending the above referenced meeting were: 11MV71riterim City Manager; Thor and Michael Jackola
of Jackola Engineering; Gib Bissell, Chairman of the Airport Advisory Board; Craig Kerzman, Building
Official; Susan Moyer, PECDD; and P. J. Sorenson, Zoning Administrator
An initial meeting regarding possible city assistance to the expansion of activities at the city -owned airport
was attended by the above individuals. Jackola Engineering requested the meeting on behalf of their client,
Mike Larkin, who is interested in three possibilities:
1. Creating a third fixed base operation at the site or possibly consolidating the three operations.
2. Leasing some land on the airport site itself to create an aviation educational program to encourage local
youth to learn the skills needed to promote all forms of aviation job creation and training.
3. The creation of a skyport type subdivision on land adjacent to the airport for individuals interested in
owning their own residences with attached hangers.
You explained to the group that Morrison-Maierle Inc. is in the process of conducting a Phase II study for
the redevelopment of the airport and that, until the study was completed, the City was not in a position to
enter into a lease arrangement or commitment of any kind. Mr. Thor Jackola stated that his client was most
anxious to get involved in the airport activities and quickly undertake the development activities he has in
mind. Mr. Jackola inquired if the City would build the actual training facility on the leased land.
Gib Bissell expressed concern that the airport facility could not support three, independent fixed base
operations. He suggested Mr. Link consider buying out one of the two existing entities. Diamond Aviation
has apparently expressed interest in selling under the right conditions.
The concern I have about Tuesday's meeting is that Jackola Engineering and Mr. Larkin might not fully
understand that the city is looking toward a lease arrangement as its potential partnership share and is not
actually in a position to invest TIF dollars into construction activities on behalf of the developer. The use of
any current or future TIF dollars coming from the Airport TIF District has been identified by council for the
redevelopment of the airport itself and to be used as matching dollars for the FHA funding.
