09-16-10 Impact Fee MinutesIMPACT FEE ADVISORY COMMITTEE MEETING MINUTES Date: September 16, 2010 Attending: Chad Graham, Karlene Osorio-Khor, Sharon DeMeester, Rick Wills, Merna Terry Terri Loudermilk, Susie Turner, Tom Gould Absent: Dewey Swank Public Comment: Terry Kramer asked if the public would be allowed to ask questions or make comments later. The IFAC committee agreed to have a public comment period at end of presentation. Discussion: Terri Loudermilk let the IFAC know City Council had approved a 1st reading of Ordinance #1681 allowing property owners to make payments of the impact fees over a period of time. Any questions can be directed to City Council on September 20, 2010 at the 2nd reading of the ordinance. Tom Gould, HDR, Inc., City's Impact Fee Consultant, gave a presentation on stormwater impact fees, which included a discussion of the history of stormwater, the City's existing stormwater program, the City's existing stormwater impact fees, the City's 2007 stormwater facility master plan update, and an overview of the general methodology used to establish stormwater impact fees. Motions/Recommendations/Votes: Election of Officer's - Chairperson, Vice -Chairperson, Secretary Chairperson - Sharon nominated Karlene, Rick seconded. Merna nominated Chad, Sharon seconded Vote results - (3) votes for Karlene (Rick, Sharon, Karlene), (2) votes for Chad (Merna, Chad) Karlene elected Chairperson. Vice -Chairperson - Merna nominated Chad, Rick seconded. No other nominations. Vote Results - (5) votes for chad for Vice -Chairperson (Merna, Chad, Rick, Sharon, Karlene) Chad elected Vice -Chairperson. Secretary - Karlene nominated Sharon, Merna seconded. No other nominations.
