08-21-12 Impact Fee MinutesIMPACT FEE ADVISORY COMMITTEE MEETING MINUTES 4:00 P.M., TUESDAY, AUGUST 21, 2012 CITY HALL FIRST FLOOR CONFERENCE ROOM Attendees: Board members: Jeff Zauner, Jason Mueller, Michael Johnson, Larry Sartain, Chad Graham, Others Present: Terri Loudermilk, Susie Turner, Phil Guiffrida, Charlie Harball, Doug Russell, Tom Lotshaw, Absent: Rick Wills (Board Member) Public Comment: None New Members Introduction /Overview of IFAC Role and Mission: New members introduced. Charlie Harball discussed guidelines of the Impact Fee Committee as set forth by State Statute. The statute was drafted by the State Legislature because of the inconsistencies between the cities and counties in Montana and a uniform policy was needed. The Impact Fee Committee is an advisory committee tasked with reviewing and monitoring the process of calculating, assessing, and spending of impact fees, and making recommendations to the City Council. The law requires a review every two years. Discussed How Committee Wants to Conduct Meetings/Election of Officers: The committee decided to follow the guideline of Roberts Rules. Elected Chad Graham Chair Person, elected Jason Mueller Vice Chair, and elected Michael Johnson Secretary. Impact Fee 101: Charlie Harball gave a brief overview and definition of impact fees. Discussed Schedule and Items Committee will be working on: Susie Turner gave committee a copy of the August 2010 Impact Fees for the Water, and Wastewater Systems and asked them to go through the report before the next meeting. Susie told the committee that City Council directed staff to review several items in the report; Capital Improvement Plan, growth rate, reduced annexation boundary, and interest rate. The City Is currently working with Morrison-Maierle on a review of the requested items and an update to the 2010 report will be distributed prior to the next IFAC meeting. Date of Next Meeting: September 25, 2012 at 4:00 p.m. (meetings to be held the fourth Tuesday of the month). Agenda to include review of the 2010 Updated Water Impact Fee Report and Morrison-Maierle's Update. Meeting adjourned at 5:00 p.m.
