08-02-12 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 2, 2012 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Sean Conrad, Senior Planner Mark Crowley, Construction Manager Dave Dedman, Fire Chief Dwain Elkins, Plans Examiner Tom Jentz, Planning & Building Director Wade Rademacher, Police Lieutenant P.J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary GUESTS: James Freyholtz, MDT; and Toby McIntosh, Jackola Engineering. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: A2Z, 2 — 2nd Avenue East; new office building. Public Works has approved this project with some very specific contingencies that will be addressed during construction. Their building permit can now be issued on this project. NEW BUSINESS: Parkside Federal Credit Union — Sunset Boulevard; additional drive -through lane/canopy and site changes. They plan to submit for their permit on Friday, August 1 Oth. There are two drive -through lanes presently. Their parking is off the alley. They want to add an additional drive -through lane for a total of three lanes. The access cut -through lane will be taken out. The parking will then be parallel, opening up more area for the additional drive -through lane. They will need to make sure there are clear -vision triangles there and that MDOT is comfortable with the intersection at the highway. The ATM will be moving into the third lane, which will have teller and ATM access. The mailboxes will remain as drop boxes for FedEx and the LISPS, but the drive — through mailbox lane will be taken out. Sorensen suggested they mark this one parking space by the mailboxes as "post office loading only" and stripe it off so it's not a parking spot in general. The handicapped space is in the parallel parking area. The curb will be down so anywhere on that spot they can get onto the sidewalk. This will need to have an 8' flat landing area. They will need to show that this space is the shortest accessible route, since the spaces in the front have too steep a grade for a handicapped space. They will also be extending out the drive -through canopy. They will need to show what the lighting will be. They plan to go from the rollover curb for the approach and put in a standup and replace the sidewalk. Crowley requested they provide sidewalks on Nevada and a handicapped ramp. They will take a look at the sidewalk and ramp situation. PLANNING OFFICE ITEMS: Prestige Assisted Living on Glenwood, just north of Three Rivers Bank. They have a lot that runs from Glenwood over to North Meridian. They are looking at doing a 19,000 sq. ft., one-story addition on this lot with Memory Care and Assisted Living rooms. They still need to submit a stormwater report and study. There may be a possibility they can share an existing approach, which is an east/west cut -through onto Meridian, with the office complex to the north of them. Conrad is working on their Conditional Use Permit report and asked everyone to let him know if they have thoughts or comments on this project. OTHER REPORTS: None.
