OLD BUSINESS: Depot Place — 3rd Ave EN/E Center; new senior apartments — The final site plan
has not yet been submitted. Sorensen spoke with them about the parking lot orientation. They are
willing to do the angled parking with the one-way, but would prefer to stripe it off and put up a sign
indicating "one-way", because it will cost them 2 parking spots to do the angled parking. Their
available parking is still over on what our minimum parking requirement is. Rademacher pointed out
that the angled parking would be a better option for ease of parking for the elderly in this complex.
The consensus is to go with the angled parking. Dedman will send them a letter regarding the Fire
Department requirements for the fire hydrants. Wargo has not received any stormwater design
reports. Sorensen noted that with Railroad Street being a private road, they are not doing the swing
doors on the garbage enclosure, but we passed a comment to them that we want to make sure that the
location does not create any problems with traffic visibility. Crowley and Rademacher both replied
that there are no problems with this enclosure. This will be on the agenda for next week.
KRMC — Two misc. projects: (1) Screening wall by Alert building, no roof, detached, 10.5' high
wall by 43' wide, metal enclosure for 3 generators for the hospital. This has been stopped. They
were going to try to figure something out with the well head and what they may be able to do. They
are working on some sort of containment around the generators (that may having fuel and oil leaking)
to keep it from affecting the well. The 10' wall itself encroaches into the setback. They wanted to
finish the design off with a brick that looks like the hospital, but does not match the Alert building
behind it. The generators are 28' long and 10' high. They will have to go through a PUD
amendment in order to do the wall. This will be pulled off the agenda until they are ready to move
forward on it. (2) A 400 sq. ft. storage shed by Brendan House — They were looking for another
location. The storm main that runs through there belongs to them. They said that this is more than 5'
away from the property line that runs between Central Plant and Brendan House, and that would
address fire wall concerns. Denman believes there is an FDC connection there that we need to make
sure they don't block. This is approved subject to Dedman's review on this.
Original Juicery — 1645 Airport Rd; new drive-thru juicery — they are moving forward on this
project. They know they need to pave, so they will be talking with Public Works to see if they need to
do any stormwater calculations or what they will need to do. We still don't have a site plan from
them. They are calling for a loop road that would go through there with the grass area, and the back
end would be seeded to knock down the dust. It sounds like the airport issues are going to be
resolved.
NEW BUSINESS: American Welding and Gas — 254 — 5th Ave WN; change of use and roof
extension over new outside storage area (the old Payless Shoe store). They submitted an itemized list
of the bottles and volumes and weights of their inventory sheet and Dedman will review it. Parks,
Zoning, and Public Works are okay with this project. They are working on their exiting. If they
change the design of the fence and bring it about 4' off of the building and run an access way through
the door, this will create an alcove. Elkins is okay with this change. This has passed through
Architectural Review and has passed here today with the conditions that they work through the fire
issues and update the exit lighting.
PLANNING OFFICE ITEMS: The dentist office to the north was tabled for a work session.
GREEN ACRES MOBILE HOME COURT: The Planning Board reviewed this and said it is a
good project, however it should not come into the City. We should get a Waiver to Protest of
Annexation signed, keep it in the County, let them hook up to sewer and pay the sewer fee.
Someday, when the majority of the properties have Waivers and/or are serviced, we will bring it in.
For the Fire Department, the access in is pretty tight and there is limited water supply.
OTHER REPORTS: The MICRO -BREWERY on 4th and Main north of Colter Coffee has some
design challenges. The water runs down the east side of Main and it is not available on the west side,
so they would have to come all the way from 1 st. Jentz stated that they have purchased the building
and have purchased the micro -brewery equipment. They are considering adding a second floor.
Clawson noted that the building has very little insulation and the roof cannot handle a 30-pound snow
load in the brewery portion. They have a section where they want to be able to serve customers.
