Corey Johnson, Chair, and Mark Norley of the Architectural Review Committee presented
certificates of recognition to Sykes for Best New Construction; The Forge for Best Remodel; and
Immanuel Lutheran Home for Best Addition.

Russell gave a report, explaining to the public that council requested additional information at the
work session thereby requiring the motion to be tabled again.

Kluesner moved to extend the table for Resolution 5590 until October 15. The motion was
secojided.

GREENS
This is a request for a two-year extension of the preliminary plat of Glacier Village Greens Phases
19, 21, and the remainder of 22.

HEARING — WEST SIDE TIF
This resolution sets a public hearing for November 5 to accept comments on expanding the existing
West Side Tax Increment District.

District and directing the city clerk to publish and mail notice of the same. The motion was
seconded.
Hafferman commented that he will vote "no" because the West Side Tax district is complete and the
money should have been returned to the taxpayers, concluding that we are not following the intent of
the TIF district.
Atkinson stated he supports tax increment districts because TEFs assist communities and increase
taxable valuation in the district. He encouraged council to utilize this to better our community.
The motion carried upon roll call vote with Atkinson, Gabriel, Guiffrida, Kenyon, Kluesner,
Saverud, Zauner and Mayor Fisher voting in favor, and Hafferman voting against.
Russell reminded council the League of Cities is at the Hilton this week and there will be no work
session on October 8.
Mayor Fisher stated that she spoke at the recent Women in Business event and other recent events
and encouraged council to attend the League functions.
Hafferman asked to discuss the letter regarding the Ten Commandments at the next work session.
The meeting was adjourned at 7:37 p.m.
