AIRPORT ADVISORY COUNCIL
Minutes — November 16, 2005
Present: Airport Advisory Board Members Scott Richardson, Keith Robinson, Dan
Snyder, Terry Anderson; Absent: Tom Weber, Gib Bissell, Rod Bitney; City of
Kalispell Staff Jim Patrick, Becky Spain, Fred Leistiko.
Guest Present: Chuck Manning, Pete Gross, Mike Strand
Meeting was called to order at 3:05 p.m. Jim Patrick introduced Terry Anderson as a
new member of the Airport Advisory Council.
AIRPORT AFFECTED AREA: Legislation passed a law requiring all NIPIAS airports
to have a zone of influence in place within one year. A committee of five, two from the
county, two from the city and one member at large, was formed to create a draft
proposal. This draft proposal is now complete and is currently being reviewed by the
City Attorney. The AAA will need to go before the city council at a workshop and then
they will need to pass and ordinance to accept the proposed AAA. Once this is complete,
the county will need to go through the same process.
There are currently some non conforming uses within the proposed AAA. They will be
grandfathered in if they are of lawful construction currently. The area is 10,000 feet off
each side of the runway. Once passed this will be recorded on all property within this
area.
MANAGER UPDATE: The airport project is substantially complete. They are currently
working on the controller shed, also known as Fred's office.
There is a good chance the Hilton Hotel may go in behind Red Eagle.
We are currently working on appraisals and review appraisals for Pete Gross's hangars
and Jay Billmayer Hangar.
Todd Berg is leasing his hangars.
Signs have been ordered and are ready to put in the ground.
We are working on the snow removal plan.
The state has settled with Stokes and he will repay the state $350,000 and he must bury
the lines. In December they will have the foreclosure hearings. We cannot finish
developing the airport until a decision is made on the towers.
Scott asked that the City review the rate of lease per sq. ft. on the highway frontage side.
Fred stated that Hilton would like to lease land but will only be able to park cars their.
They cannot build in that area because of the airport right of way.
Scott asked if we are giving the FAA new airport facilities information. Fred's response
was yes, we have given them all the new information.
Scott asked if the snow plow crews new where all the signs and light were, Fred's
response was yes.
The excess excavated dirt from hangar sites will be used on the airport.
We are working on fencing the WFCU property but are not working on the southern end
of the airport.
We have fixed the current outage problem on the runway and it will take from $25,000 to
$30,000 to rewire the current runway situation.
When we build the new airport we will start calling it Airpark.
We have closed on the Whitefish Credit Union Project.
There was a discussion about Minimum Standards and all comments received were
incorporated into the Minimum Standards, including the FAA's response. If anyone has
comments or suggestions they are required to follow the guidelines for submitting
changes as stated in the Minimum Standards. The Advisory Council decided not to have
a workshop on the Minimum Standards.
The Minimum Standards Regulations have already been challenged by Northern Lites
Aviation, who has made an application to the city to be an independent contractor and
pay $150 a year. That was rejected and he will be required to pay $150 a month
commercial fee because he has a business on the airport.
