OLD BUSINESS:
Head Start — 7th Avenue EN — Chad Grover spoke to the issues of fencing, easement line in
relation to the parking, and lighting. Regarding the fencing, the owner installed a 6' chain link
fence around the property along the bluff. It stops 20' back from the easement and runs all
the way across the east along the bluff and then stops. There is also fencing in the play area.
There will be a gate to the parking area and a gate on the west side for egress in case of an
emergency. This will also be a 6' high chain link fence. There will also be a 10' wide gate for
loading and for emergency access. We could put a knox lock on this if deemed necessary.
The Fire Department will need to check off on this regarding the access. The hydrant location
was discussed. Public Works will need to check the connection fee for the domestic meter
before the permit will be issued. The parking is okay. The lighting - .5' candles to the
property line, 25' pole height, with full cutoff A landscaping plan will need to be completed.
Chad will have the owner contact Parks regarding this. Jeff will contact them about building
issues.
Glacier High School — West Reserve/Stillwater — The City Council approved the Preliminary
Plat. The decision as to whether the road would be private or public, maintenance, and who
will plow it was discussed by the Council. The parking and height issues passed the first
reading. Brent stated that their fire flows are still an issue. The connection fees and late
comers fees will need to be taken care of before the permit can be issued. Baker has some
points to discuss with them on landscaping. Approved subject to these conditions and that
the second reading goes through.
Glacier Bank/Conlins — 202 Main Street — Nothing new received yet.
26/38-8t" Avenue West — new multi -family — PJ spoke with Doc Dahlquist about some of our
suggestions. Nothing new submitted yet.
Heritage Place — final review based on CUP conditions — They sent an addendum in
regarding the sidewalks, curb, and gutter. The other condition is that they need to amend or
eliminate the utility easement before the building permit is issued. There is an apartment there
that needs to be designated for accessory use only. This is approved.
NEW BUSINESS:
Meridian Mini -Storage — adding 13 storage units — located behind the Finish Line Bar.
They are adding another building. The building was not included in earlier site plans. We will
allow them to build it under their earlier floodplain permit, with the appropriate certifications.
Brent will look at this regarding fire issues. Approved in Site Review subject to fire
approval.
Youth Athletic Complex — Babe Ruth: concessions/restrooms — on agenda for Public
Works and the Fire Department to take a look at this.
OTHER DISCUSSION:
Empire Estates — Townhouse lots have a five foot high wall connecting the units. It looks
like single family lots but were proposed for townhouses. This is denied by Site Review.
This is not a site review issue and should go to the Planning Board.
Denman Storage — Brent asked about this and will need to speak with Jeff. Narda
mentioned their fire access may be an issue.
Rocky Mountain Bank — We have received a sign permit application from them. They were
told they need to coordinate the ATM with the general architecture. The proposal was
acceptable in that regard.
Band-Aid for New Orleans — Jennifer passed out flyers regarding an event that she and
Becky have been working on as requested by Mayor Kennedy. Eight different bands will be
performing throughout the day, and food and drinks will be available for purchase. It will
take place at the Eagles from 2-10 p.m. on Sunday with the proceeds going to the American
Red Cross.
