OLD BUSINESS: None.
NEW BUSINESS:

School District 5 — conversion of warehouse behind city shops to office — This is put on hold
until the City Council takes a look at it. PJ and Brent did view this. The land is owned by the
City already and there is a lease with the City. Council approval is necessary before any
changes are made. PJ sent a memo to the City Manger regarding this.
KM Building — 20-2" d Street East; adding stairs to alley for required exiting — Egress off of
the mezzanine. There will be a staircase. No problem with parking, and no site review issues.
This will correct an exiting deficiency they have presently. This is approved through Site
Review.
Courthouse East — 723-5th Avenue East (Preliminary Review) — They are looking for any
preliminary review if there are any red flags. There will be apartments, offices, and a coffee
shop.
PLANNING OFFICE ITEMS:
Planning Board Agenda —
-- 1624 Woodland Avenue — Request for R-2 zoning, single family residential, request for
annexation on approximately 1 acre. They need to annex for sewer and water for existing
residence.
-- 1322 Whitefish Stage Road — north of West Evergreen Drive. Request for annexation
and designation of B-1 commercial zoning on approximately '/z acre.
-- 1310 — 6t" Avenue West — request for a conditional use permit to allow construction of a
three -unit townhouse in addition to a single family residence that currently exists on the
property. Brent will check with F. Ray on the hydrant layout. They need to show the 10' gas
easement. We will track the parking and setbacks. They will need to contact Brent regarding
the hydrants. This is a request for condos. They have filled out an application for a CUP but
not for a subdivision. Subdivision will be needed.
-- 405 West Evergreen Drive just east of Whitefish Stage Road. Request for annexation.
-- 2910 Highway 93 South at the intersection of Cemetery Road. This property abuts the
right-of-way. They want to hook up to City sewer and water. They are requesting
annexation and a zoning designation of B-2. They are adding a 2,500 square foot addition to
the current Town Pump gas station for a casino and bar. They will also be looking to add
another free standing sign. Interpretive question as to whether a county residential zone must
be considered as part of the location requirements for a casino.
OTHER REPORTS:
Mark Owens Development — Discussion was held.
Memo From Mike Baker — A memo regarding new boulevard trees and the landscaping
policy for develop agreements was discussed. The developers would have the option to pay
the City the amount to cover the cost of purchasing and planting trees. Then the City would
put them in. Everyone agreed that this looks like a good option.
Hutton Ranch — They were supposed to try to work out their internal roads with the
Target/Home Depot group. They did not make any headway with Mountain View Plaza and
will therefore make their exits and entrances to the highway.
