JOINT STREET & ALLEY/SEWER & WATER COMMITTEES
The committees met in the Conference Room, present were S&A Chairman Palmer, S&W
Chairman Nystul, C. Springer, Mayor McDowell, DPW Hammer, Street Foreman Clements,
Working Forman Cox and Bill Maurer of the Water Department, Surveyor Zavodny, Con-
struction Inspector VanDyke, Finance Director Swanson, Roger Hopkins of DIL and Jim
Sutton and Art Heller of Day Equipment.
Award Bid for 12 Yard Dump Truck
C. Palmer referred to a letter from Foreman Clements, recommending the Roy Stanley
bid on the Chevrolet truck with Caterpillar 3208Tengine and the Perfection model 244
dump box. Copy of letter is attached. DPW Hammer's recommendation is the same. After
discussion, the committee agreed to accept the Roy Stanley bid.
Award Bid for Backhoe
C. Nystul referred to a -letter from Steve Cox to DPW Hammer, indicating that of the
two vehicles, a 1983 Ford and 1985 John Deere, all water department personnel agree
that the John Deere backhoe best meets department needs and requirements. That letter
and comparison sheet of the two machines are attached.
Mr. Sutton explained that the Ford bid of $35,990 was for Model #555, 70 hp, rather
than their Model #755, which has greater hp, 100, than specified. A question of the
vintage of the Ford, 1983, was discussed. TheJohnDeere bid was for a 1985 backhoe
at $45,350. Their other bid, a Case, was briefly discussed.
It was decided that the Ford representatives will bring in information on the #755
model, a comparison: of the machines will be made, as well as clarification of the
year, 1983-1985. They will be notified of the next meeting.
Fifth Avenue West
DPW Hammer explained that the need for the trunk line was discussed a couple of years
ago. Surveyor Zavodny distributed a sketch and comparison of 3rd and 5th Avenue
routes. He defined the North -South Sanitary Sewer. Trunk Line Concept as follows:
1) The trunk line is intended to be an express line.to move sewage from the city
to the treatment plant as quickly as possible.
2) Create additional crossing of RR property: a) Prevent overload of existing
system, b) Increase volume of existing system, c) Emergency equalizer
3) The trunk line would not be considered a sewer main as no service connections
would be made on the trunk line.

b) Surcharge from existing mains running at capacity

RE: Backhoe/Loader Bid Review
Dear Ken:
Following review of the bids submitted for the backhoe/loader, Water
Department personeel are in agreement that the John Deere hoe best meets
the requirements of our Department.
Several of the regular operators in the department had the opportunity
to put both the John Deere, and the Ford, through actual field testing,
under normal working conditions. The Sewer Department also has a Case
backhoe/loader, which all of us have operated at one time or another.
Again, under actual operational testing, the John Deere was the unan—
imous choice of our department.
The guages in the John Deere are clearly visible while operating either
function of the machine, with no turning around required.
While we were testing the machine from Ford$ that is being bid, we lost
power steering capabilities twice, and found that the stabilizers would
leak down, causing settlement problems. The John Deere provides excep—
tional operator visibility, and all of them easily open, while the Ford
has less peripheral visibility and only some of the windows open. The
John Deere comes standard with reversable street/dirt pads which flip
over in seconds for the proper application to conditions, while the Ford
requires a mechanicU changeover, requiring a trip to the shop.
Attached you will find a comparison of the machines to our specifications,
and actual needs. The John Deere machine bid would be a brand new machine,
while the Ford is a demonstrator, 1983 model. It is the opinion of all
personnel that the John Deere is the superior machine, and best fits our
needs.

SUBJECT: Bids for 12 yard dump truck
DATE: December 12, 1984
I have gone over the bids for a new 12 yard dump truck. In my opinion, the bid
from Roy Stanley for the Chevrolet truck with the Caterpillar 3208T engine and
the Perfection model 244 dump box would be the most acceptable, due to the fact
that it is within our budgeted allocation for this truck, and the bid from GMC
has an add -on of $219.00 for the Perfection box over the Heil dump box, bring-
ing Demarois Oldsmobile and GMC of Missoula bid to a total of $47,802.00. Roy
Stanley's total bill is $45,849.00.
Roy Stanley is a local business and we have availability for parts through Long
Machinery, a local Caterpillar dealer. Caterpillar guarantees a 48 hour de-
livery on parts if they do not have them in stock. -
This Chevrolet truck and the GMC truck are virtually the same, with the same
engines and same transmissions.
I have gone over these bids with our Shop Foreman, Dan Gibbs, and he has the
same opinion.

In operating all three machines, visibility of the bucket was poor on the Ford, non-
existent on the Case, and exceptional on the John Deere. We regularly works in the
boulevards, and require precision backfill capabilities around curb stops, and the
ability to see the bucket is paramount to operation.
