SUBJECT: Award Bid — South Meridian Road Intersection Improvement Project
MEETING: August 20, 2012
BACKGROUND:
Recommendations to mitigate the traffic flow problems on South Meridian Road were developed
as part of a study completed by Stelling Engineers. The study found that the two intersections
causing the most congestion on South Meridian Road were Center Street and Appleway Drive.
Stelling Engineers' proposed solution to the problem is to widen the roadway and add left turn
lanes at Center Street and Appleway Drive. The City retained Stelling Engineers to develop the
necessary plans to accomplish these goals.
The South Meridian Road Intersection Improvement Project modifies the intersection of South
Meridian Road and Center Street with the work contained in the Base Bid portion of the contract
and modifies the intersection of Meridian Road and Appleway Drive with the work contained in
Additive Bid Item No. 1. Negotiations are currently taking place with a landowner north of
Appleway Drive to acquire the necessary right-of-way to adequately widen the road for the
intersection at Appleway Drive. As such, approval of Additive Bid Item No. 1 is contingent
upon finalizing and filing the required right-of-way documents.
Bids were opened on Monday, August 13, 2012 at 2:30 pm. Two responsive bids were received.

STAFF RECOMMENDATION: Award the Base Bid for the South Meridian Road
Intersection Improvement Project to LHC in the amount of $123,529.82. Award the Additive
Bid Item No. 1 in the amount of $48,084.22 contingent upon attainment of required additional
street right-of-way.

FISCAL EFFECTS: The project will be funded by the Westside Tax Increment Capital Project
Fund.
