Gary,
Attached is a draft of a Preapplication for this location. The actual package will also include the existing Exhibit
"A" property map and the Airspace Map with the radio towers highlighted.
As you are aware, the Owner is involved with the radio tower removal negotiations which could come to fruition
and so they want the ability to access their NPE funds this year.
A previous Preapplication submitted in CY 2005 showed an estimate for removal and relocation at $800,000.
Since the level FAA participation in the project has not been determined yet, showing the full amount of the NPE
available for this single work item (less estimated amounts for the preliminary engineering roughly estimated) in
the Preapplication seems reasonable.
From our earlier discussion I understand that the Preapplication is needed by the end of this month, but that the
scope and amount may be modified at a later date.
Please review and contact me to discuss prior to the Owner signing of the Preapplication.

Fred / Jim,
Based on the reply by Gary Gates below, I restructured the Preapplication a little to show some "Preliminary
Engineering", which will serve as a precursor to get the information on the ALP as well as facilitate future designs.
Essentially, the FAA has recommended that you update your ALP, but they cannot retroactively fund "planning"
work like an ALP. So for them to fund it (ALP), the towers have to go down first and a Grant be offered.
I'm recommending we try to get the bulk of the work classified as "Preliminary Engineering" so that there isn't a
question about eligibility if you don't get a Grant for awhile. If we can get a concurrence, we make sure to
structure our contracts that way.

Rick, an ALP update could be included as a planning element, but cannot be
started until the grant is issued as you indicate, if it is to be funded by
AIP. This could be included with the preapplication in the event that we
have a grant this year for the tower removal.

Gary,
Here is one that woke me up in the wee hours this morning:
Is the City of Kalispell going to have a problem with eligibility of the
ALP Update since it is a "planning component" that isn't supposed to be
started until a grant is issued?
Possible options:
Plan to issue a grant in 2007 regardless of the tower
status (which would mean include it on the Preapplication);
RPA do the work but not invoice until after the grant is
offered / signed;
Since a large part of the effort will be surveying and
setting a runway profile, call it preliminary engineering which can
be reimbursed retroactively;
Some combination of the above (break out surveying and
profile design from ALP)
Let me know what you think on this since I am sure Kalispell feels this
will be reimbursable item since it was suggested by the ADO. Thanks.

Yes, I would like you to do the pre-app and get it over to Gary Gates by the May 1st deadline. The City DUN # is
02199665 and the City Tax I.D. # is 81-6001281 would you please put those in your files.
Please substitute the second paragraph in the Project Justification with the following:
An interested third party is negotiating to buy the radio station and associated real property. In that negotiations
the City of Kalispell has indicated their desires to have the 325' twin towers removed, relocated, or reduced in
height to 100' which will take them out of protected airspace. The City of Kalispell may have to pay to have the
towers removed along with the associated apparatus. This would be designated as a removal of an obstruction
since the FAA has made this a criteria for funding the new construction of the airport.
Let me know whatelse you need, and you can complete the form and email it to me. We will sign it and overnight
it to ADO in Helena.

Thanks for the new insight on the towers. Did anything ever occur after the case was heard in Missoula and
sent back to Kalispell? I have not heard anything in regards to that and so I didn't think you would have
anything on the plate this year (from an FAA funding perspective). However, it is a good idea to get a
Preapplication in to the FAA in case there is tower removal this year.
As a go-by, attached is the last FAA Preapplication form sent in to the FAA.
I have also attached the start of a new one for this year. I would be happy to complete it or help you complete
it.
I did give Gary Gates a call to make sure we are all on the same page. To summarize our conversation:
- There is no FAA State Apportionment money available for Kalispell City this year and so you will be limited to
the amount of Non -Primary Entitlement funds available to you. It looks like there is $150k available, but it also
looks like you have `loaned" $300K out. So if that is available, you may have as much as $450,000 to work
with.
- Gary suggested that just the radio tower work be shown on the Preapplication. That will be enough for their
purposes now. If the towers do come down in a timely fashion, they would be able to amend to work scope to
include land or the previous paving work at the Grant Application stage to the dollar amount available.

- Attaching the Exhibit "A" from the approved ALP will be fine. An amended version is not necessary.

from the Preapplication form

I just included the full amount of the FAA money that would be available on the Preapplication form. You
probably have more insight to the actual costs estimated. It would probably be a good idea for you or me to
email this to Gary for review before having Jim sign it since we have such little time left.

We've still been working on the ALP. The Kalispell office has some of the Engineering Task Orders drafted for
the surveying. I need to review them and draft one for the ALP itself. This hasn't held up our progress so far,
but 1 need to get that done and to you pretty soon.
