TASK ORDER NUMBER EIGHT
AGREEMENT TO FURNISH ENGINEERING SERVICES
to
CITE' OF KALISPELL
for
IMPROVEMENTS TO THE KALISPELL CITE' AIRPORT
This Task Order provides for professional surveying services to be performed by ROBERT PECCIA &
ASSOCIATES, INC. (hereinafter the Engineer), for the CITY OF KALISPELL (hereinafter the Owner), in
accordance with Article 1 of the Agreement to Furnish Engineering Services to the CITY OF KALISPELL, for
Improvements to the KALISPELL CITY AIRPORT, dated February 22, 2005 (hereinafter the Agreement).
This Task Order represents an authorization to proceed with the scope of services, schedule, and compensation
described herein. This Task Order, when executed by both parties, shall become a supplement to and part of
the basic Agreement.
The Engineer agrees to furnish the following professional surveying services in connection with the design
engineering services for improvements to the KALISPELL CITY AIRPORT.
The improvements to the KALISPELL CITY AIRPORT contemplated under this Task Order include
surveying for:
1. Future Runway, Object Free Area, Access Road and Apron;
2. Existing Airport Property;
3. Other Adjacent City and County Properties;
4. Private Properties for Potential Future Acquisition.
The Engineer shall be responsible for the following services during this surveying phase:
1. Project Coordination & Administration
The Engineer will attend review meetings with the Owner to review the site and inspect the area planned for
proposed improvements. It is planned that one (1) on -site visit with the Owner will take place.
2. Property Owner Notification
The Engineer will send out notification of when field surveys will be performed and field crews will stop at
residences when working on their property.
3. Coordination with Utility Companies/On-site Visit
The Engineer will call the Utility Locate Company and coordinate with them to identify utilities. Several
meetings are expected due to the fact that this is such a large site, which raises the chance of oversight.

4. Set Control Monuments
The Engineer will set either PK Nails in asphalt or 5/8" x 30" long rebar with 1 1/4" red plastic caps stamped
"RPA CONTROL" in turf areas for semi -permanent monuments. The Engineer will establish horizontal
coordinates and vertical elevations of all monuments with GPS RTK double ties. A series of control level
loops will be run if GPS derived elevations are found to be out of tolerance.
5. Field Surveys
The Engineer will establish a control network and conduct topographic field surveys of the entire proposed
ultimate airport property encompassing the improvements so preliminary design work can be accomplished.
The survey will include the area needed to match existing facilities and to obtain data not currently available
regarding underground and surface improvements. Utility mapping will be based upon information provided
by others. It does not include subsurface utility engineering investigations or `pot -holing'.
Anticipated survey items under this Task Order include: control traverse, utilities, pavement edges, existing
and ultimate runway centerlines, topography of entire airport property, locating existing property pins and
section comers, existing county roads, existing fence lines, and existing potential airport obstructions.)
Detailed as follows:
® A 5600 foot by 500 foot future runway and object free area, with a minimum 50 foot grid density.
This area includes a 5000 foot future runway plus 300 feet past each end, 250 feet each side of future
runway centerline, future access road and apron area. The Engineer will give a general outline of the
junkyard area but not locate individual junk piles. It is assumed that the junk material will be
removed.
® All existing airport property, with a minimum 100 foot grid density. This will include all existing
improvements. The Engineer will filter out obsolete data from past surveys performed in this area.
® Adjacent properties that will be impacted from proposed future improvements, with a minimum 100
foot grid density. This will include the existing gravel pit, Demersville Cemetery, city property south
of Cemetery Road, west to Ashley Creek and east enough to tie into existing city topographic
mapping. The Engineer will locate the east side of Ashley Creek and give offsets to centerline for
future boundary designations. The cemetery will only have a surface topo, tombstones and grave sites
will not be a part of this survey.
The Engineer will also place stakes and lath along the ultimate airport property for on -site location and
reference to assist with land acquisition. Additional surveying following a solidified scope of work may be
necessary for plan preparations. This will be included in subsequent Task Orders.
6. Pull Manholes and Measure Inverts
The Engineer will pull manhole lids and record pipe size and invert elevations of all pipes penetrating the
structure walls and provide a manhole detail for each.
7. Download/Calculations/Prepare Base Maps
Using the field survey and existing drawings, The Engineer will prepare base maps as required at a suitable
scale showing the physical features of the project.
8. KGEZ Tower Measurement
The Engineer shall locate the horizontal position and elevation of the two KGEZ radio tower tops by `turning
angles'. This information will be used in subsequent Task Orders for airport design and ALP evaluation. The
data will be shared with a `broadcast engineer' and any others the Owner wishes. The tower base elevations
will also be obtained if entry access is granted.

It is anticipated that those services listed above under Task Order Number Eight are to be completed during
the time period from July 2007 through September 2007.

The Engineering fees for services described under Article 1, Scope of Services, shall be the lump sum amount
of Twenty 'Three Thousand, Six Hundred - Sixty Dollars and no cents ($23,660.00) as shown on the
attached schedule of estimated costs.
Payment compensation shall be made by the Owner to the Engineer as follows:
a. Payment for Surveying shall be due upon receipt of invoice. See attached Schedule of Estimated
Costs.
b. Interest charges for late payment by the Owner. The Engineer relies on payments by the Owner when
due to meet the Engineer's payroll and other costs of doing business. In the event that the Owner fails
to make payment for services within thirty days after receipt of the invoice, the Owner hereby agrees to
pay interest charges at the maximum rate of interest allowed by law on the unpaid balance or fraction
thereof, when payment to the Engineer is delayed.
