Patrick, City Manager SUBJECT Amendments to the Lighting Standards - Kalispell Zoning Ordinance EETI'G DATE; December 5, 2005 BACKGROUND: This is a request by the City of Kalispell to amend the recently adopted lighting regulations. These changes are being proposed by the staff as result of working with the regulations over the past couple of months. The proposed amendments are rather minor in nature but are intended to address some problem areas. The Kalispell .Manning Board held a pubhc hearing on the natter at their regular meeting of October 11, 2005. Because of Interest expressed by certain members of the public, the planning board held a subsequent work session on the matter on October 25, 2005. At the planning board meeting and work session the board discussed the changes as well as other issues relating to the bighting standards. In response to public comment and public participation at the public hearing and at the work session, the board . thoughtfully considered the current policy regarding the replacement of non-confornAng lighting. After significant discussion and mirror additional amendments, the board felt the current and proposed changes to the policy re ar .ar non-conformm'g lighting Is an appropriate and reasonable policy in addressing the issue. At their regular meeting of November 8, 2005, the p am ng board acted on the amendments to the hghting standards that resulted in some cages and "fore tuning" in addition to those recommended by the staff. The substantive changes are as follows: Amending the full cutoff leas from 70 degrees above the horizontal plane to 8 degrees above the horizontal plane. This is because of problems obtaining a 7 degree cutoff fixture. -e. Amending the maximum height of a light pole from 30 feet In height to 25 feet in height. This is to compensate for the greater light distribution gained from an 80 degree cut-off lens. This is primarily because of the expense involved � replacing light poles and reconfiguration of the light distribution pattern. Some other changes involve clarification regarding how the light pole height and the level of light are measured. An exemption to the height ,wit for sports and recreation fields is also being proposed..
