I also discussed some of this with Fred yesterday. Some items for
clarification: we would not be using discretionary funds for the tower
mitigation (non -primary entitlement funds NPE only). We should have a
detailed cost estimate when available of the tower mitigation and related items regarding
eligibility of costs etc. vs. the cost to purchase the station outright (original proposal
and appraisal)
We would also recommend that the City update their Airport capital Im rovement pcogram_,
including a realistic schedule to accomplish the work items. As indicated we would need to
grant the tower mitigation first (using entitlements), then securing all of the land required
for the new airport configuration (phased over several years, using approx. $1-1.5 million of
state apportionment per year plus entitlements (this year we have approx. $4 million in
state apportionment for the entire state), then the runway reconstruction, and then remaining
development work (reimbursement for apron and taxiway work, using entitlements). The CIP
should also provide a schedule of anticipated land acquisition and land previously acquired.
It looks like the best case scenario would be an '09 grant for the tower mitigation (assuming
it can be completed by June 2009) and phase I land acquisition in 2010. We can only
reimburse for development work (construction) using NPE.
As indicated, we cannot guarantee what future funding levels we will have, or future airport
needs across the state. We are having to plan in advance (at'least 5 years out) for those
projects that will be needing state apportionment funds. If a project is delayed or costs
increase, it jeopardizes the ability to secure funds for that same location due to funding
commitments at other locations.

Rick, I plan to be in the office this week if we want to discuss.
As advised at our seminar last week, we will need to have confirmed project costs eg. bid
openings and contracts executed, land acquired etc. no later than June 1, in order to issue
grant this year. We continue to show Kalispell City improvements in the state-wide Capital
Improvement Program, subject to available funding. I

Do we need to put in any pre -apps for this year to stay on the list? We are assuming that
RPA is tracking the Task orders that are subject to reimbursement and keeping a list for us.
Also, we are moving forward on a location for the KGEZ towers to be moved to. Some of this
is subject to federal funding and we would want to be reimbursed for that. Gary Gates told
me that we would need to do an environmental assessment on any lands for the tower move if we
contemplated using any federal funds on the project. If we locate our piece of property
within the next 60 days, and we plan to, shouldn't we put a pre -app in for that project
before the deadline?
The towers will cost approximately $50,000 each; the equipment (microwave) will run
approximately $280,000; and the easement for the land use could be anywhere between $25,000
and $50,000.
