Subject: Selection of Firm to provide Engineering and Planning Services for
Airport Grant Projects.
Background: The FAA requires engineering contracts and planning services to
be re -bid every five years. In the late 90's and early 2000 the City of Kalispell
used Morrison — Maierle, Inc. as their airport consulting engineers. Robert
Peccia & Associates came on board in early 2000 and has been providing the
services as of late. The Airport must use qualifications based selection
procedures in the selection and engagement of consultants in the same manner

Current: On August 24 th and on August 31st the City of Kalispell advertised for
Statements of Qualification and Experience as principal aviation consultant for
the City Airport Engineering and Planning Services. Two qualified firms applied
for the position. Robert Peccia & Associates and Stelling Engineers, Inc. are
both well qualified to provide the services the airport requires. On September 17,
2009 a panel of four people evaluated the two proposals. The Airport Manager
along with a representative from Public Works, Planning and Finance scored the
two proposals and selected Stelling Engineers, Inc. by unanimous vote to be the
new Consulting Engineers for the City Airport. The scoring sheets and
comments are on file with the Airport Manager.
