AIRPORT ADVISORY BOARD
Minutes —July 21, 2004
The meeting began at 3:00 p.m. Present were:

1. The minutes for the June 9 meeting were approved.
2. HEAR THE PUBLIC No public at meeting.
3. UPDATE FROM AIRPORT MGR
A. Fred indicated that his contract required the Airport Board &Airport Manager to
provide a Service Plan each fiscal year by July 1. The plan will define the work to be
done by the Airport Manager. Fred has prepared the first plan (see attached) and
would like the Board to review it and we will discuss it and approve at the August
meeting.
B. Fred requested that the hangar construction requirements be sent to the Board
Members. They were recently approved by the City Council. Although they have
been in use for a number of years, they had not formally approved.

Fred is working with Charlie to put together a developmental agreement for use by
potential hangar owners. Dennis Carver has agree to sign one. Arranging for
addendum to lease.
E. East side easements --Chuck Manning, et. Al. Have found a utility easement along the
same area that we are looking at fencing. May be able to include fencing along that
easement without getting additional easements. Will continue to work with land
owners when necessary.
F. Dave Hoerner and Red Eagle Have been working on easements with the armory &
now have learned need for additional parking. Will try to re -negotiate parking.
G. Dennis Carver's hangar Certificate of occupancy is based on engineering of sewer &
water. Still don't have plans. Working with Phil Porrini & Dennis
H. Proposed other hangars Have sent letters to Schmeeckle & Chuck White.
I. Public Comments —Fred Shared Some info:
1. General Aviation News reports that every time a plane lands at a general
aviation airport $904 a day is spent in the local economy.
2. Building hangars adds to the tax -base.
3. There are property taxes on aircraft--
J. Airport Maintenance
1. Taxiway reflectors---blue—recommend that 100 be purchased at $26 each.
2. Spray for weeds ---will apply to sterilize soil around fence &runways
3. Spray cracks in taxiways and runway
4. Grass mowing
K. Glider Club Need to send letter to talk about moving to another area.
L. Commercial Fees —Memo from Chris clarifying how fees are applied (see attached).
M. Tie -downs and aircraft -based list Working to get on top of list & how tie downs are
being collected.
N. Insurance Policy Airport insurance does not allow City to be involved in air shows.
4. Glacier is not yet ready to give a final recommendation, but expects to finalize results by August.
5. Gib has submitted a letter of resignation. He has indicated that he will be working on next year's
air show and will stay busy with that project. We thank him for his years of service.

Aviation Administration m Renton, Washington. (see foryn for address)
. Acquire a Notice to Proceed letter from City Airport Manager before starting
construction. Completion. f Items �-4 above will be required. This notice s needed s

indicating construction is underway at the wort.
