1. Motion to Rescind Council Action - City Airport November Ballot IssueCity of Kalispell Post office Box 1997 - Kalispell, Montana 59903 Telephone: (406) 758-7701 Fax: (406) 758-7758 REPORT TO: Mayor Tammi Fisher and City Council FROM: Doug Russell, City Manager SUBJECT: Motion to rescind previous Council action. MEETING DATE: July 2, 2012 BACKGROUND: At the work session on Monday, June 25, 2012, there was a request to place a motion to rescind the previously approved action of placing the future of the city airport on the November General Election on the next regular agenda. The consideration of whether to rescind the previous action of placing the airport decision on the November General Election Ballot has multiple implications. Consideration should be given to the ability to provide a clear option for the voters at the election, the potential ramifications of removing an item from the ballot once it has been determined it would be on the ballot, and the ultimate ability to address the underlying challenge presented in the best fashion. As these considerations are somewhat philosophical in their context, and are dependent upon discussion by the council and staff recommends that the council discuss the motion to determine the best course of action. ALTERNATIVES: l) Rescind previous action and remove the airport decision from the November General Election ballot. This would place the decision back in front of the City Council at a future meeting to provide direction related to adoption of the Master Plan and respective options. 2) Proceed with placing the airport decision on the November General Election ballot. This would lead the Council to the next agenda item of approving ballot language for the November General Election. 3) Table the motion. This option would also lead to the consideration of the agenda item of approving ballot language for the November General Election. 4) other alternatives: other options may develop based upon discussion. COUNCIL MOTION REQUESTED AT WORD SESSION: Move to rescind the council action from May 21, 2012, placing the decision for the future of the city airport on the November General Election ballot and to provide for the council to consider the decision of the airport at a future meeting.
