09-08-04 Airport MinutesCity of Kalispell AIRPORT ADVISORY BOARD Minutes —September 8, 2004 The meeting began at 3:00 p.m. Present were: Airport Advisory Board Members City of Kalispell Staff Guests Scott Richardson Keith Robinson Dan Snyder Tom Webber Pati Heath Frank Garner Fred Leistiko, Airport Mgr. 1. The August minutes were approved. 2. There were no guests from the public present. 3. PLANE ACCIDENT -- Fred indicated that we can't expect a report from the NSB for several months. Fred & Frank have indicated that a few folks have called and expressed concern about safety at the airport. There have also been a couple of guest letters to the editor in the paper. On the Sept. 20th there will be a workshop with the City Council regarding the airport TIF district and the need to extend the district through bonding. Fred anticipates that this will lead into other questions regarding safety and future plans for the airport. It will be important to be very prepared for that discussion. Supporters of the airport could/should be present at the Council meeting preceding the workshop and speak during the public's speaking time. Areas to mention include the secondary economic value generated by the airport, the continued safety efforts, and the recreational and transportation value. Several members offered to contact business owners and supporters of the airport. 4. SERVICE PLAN -- The service plan presented by Fred Leistiko at the July meeting was approved. 5. LEASES -- At the Sept. 20th Council meeting, Fred will be requesting that the Council change the hangar lease term from 10 years to 20 years for new construction. This appears to be necessary for bank financing approval. Once approved, Fred will move forward with the Carver lease. Jay Billmayer's lease is due for renewal in October and will be for 10 years. Fred mentioned that he has been meeting with TNL Properties from Missoula. This group is interested in building T-hangars. They are considering $750,000 in new buildings, and hope to start construction this fall. 6. GPI RESPONSE —Fred attended the Flathead County Airport Authority meeting. Two areas were discussed regarding the management of the Kalispell Airport. They were: a. The high cost of land —the authority felt land would be cheaper in the County, b. The KGEZ towers. Safety concerns were not an issue or even mentioned at the meeting. When questioned, GPI indicated that they had reviewed the other sites proposed in the Master Plan and ruled them out as well. GPI felt they would like to see the airport properties sold to finance the building of a new airport about 3 miles south of the current one. The Kalispell Airport Board indicated that the KGEZ towers would continue to be an issue. 7. MOWING — Fred has hired someone, at Frank's request, to mow the entire airport. Frank also has talked to the Parks Dept about cleaning up the boulevard areas around the airport. Fred mentioned there will be a Clean Up day on Sunday, Sept. 12 (see attached flyer and work plan). 8. TORGERSON PROPERTY ANNEXATION — Pati & Fred are working to ensure that the property will be annexed in. 9. NEW BUSINESS — a. FLY IN -- Fred mentioned the flyer for Diamond Aire's Cancer Benefit. A fly -in is scheduled for Sept. 18. Diamond Aire had not notified the City of the event and there have been guidelines in place for some time regarding notification of events. Frank has recommended to the Board that the City permit process be implemented immediately as a means of ensuring that a safe environment is maintained and controlled on airport property. The Board concurred. There was discussion that the fence at the Diamond Aire location is about 50 feet inside the airport property line, so additional attention should be given as to how displays are stationed and traffic moves in the area to meet safety standards. With the permit process, the insurance held by the event venue must match the City's coverage. Fred will get with Charlie to send a letter to Diamond Aire making them aware of the permitting process. He will also contact other potential event groups to the change in policy and let them know how to arrange for an event permit. b. FENCING —Fred has met with Jim Hansz and others in Public Works who are helping him develop a map depicting the property(s) necessary for the easement. Once completed, a letter requesting an easement will be sent to each property owner. c. KIDS ON AIRPORT — Kids were recently seen riding their bikes across the runway as a twin engine plane was trying to land. It is imperative that we continue with the fencing of the airport and the closing/locking of gates. d. CLEAN UP DAY SCHEDULED — September 12 is the day! Plan to help. See the attached safety flyer that will be distributed to the work crew. e. Funding approval to develop the draft utility plan for the new hangar locations is in place. f. Pati & Fred have worked with PJ Sorensen, Zoning Specialist, regarding the Airport Protection Zone. g. The Blazer needs a new battery before winter. h. The Board has selected Keith Robinson to be the Vice Chair of the Board. His major role will be to lead meetings should the Chair not be available. i. The Board extends its heartfelt sympathy to Dave Hoerner, owner of Red Eagle Aviation, for the loss of his son Ryan in a flying accident in Alaska. 10. Meeting adjourned at 4:48 PM.
