PLANNING OFFICE ITEMS: Sparrow Group — Discussion was held regarding the orientation of
the buildings. Also, the following items will be attached to the CUP as further conditions:
1. The need for a water main and one or two hydrants on the north side on the private road.
2. An 8' sidewalk along Center Street.
3. Probably moving the sidewalk to the edge of the right-of-way.
4. Boulevard landscaping along Center to be determined based on more information from
them on the location of the storm drain and if street trees are along there, an appropriate
location or else grass.
5. Some sort of bus stop and what that will look like. If they wanted to put in some benches
with some sort of weather covering, they would need to get an encroachment permit from
Public Works.
OTHER REPORTS: KRMC parking lot preliminary plans:
There are 4 sites and possibly a 5th. First is the triangle lot which is presently being used for
parking. They plan to follow a similar parking lot layout as they have done on the gravel.
Discussion regarding dimensions of spaces/aisles. Access is through the Rock — they need to be
sure they have an easement for that. Having an approach anywhere along Sunnyview on the
south side directly from the site is not a good option. Discussed grade of site. 5% interior
landscaping requirement. Discussed pedestrian access to hospital. They need to take a look at
their handicap parking requirements and may need to add more on the hospital site to account for
these newly created spaces. Stormwater needs to be addressed.
The second site is Grace Church, 1268 Burns Way. Access is through the church parking lot.
Similar issues to the first site. Discussion on stairs vs. ramp to access Burns Way. The third site
is labeled as 202 Conway. They should consider angled parking through here to minimize plans
for rerouting sidewalks, etc.
The fourth site has two variations, and both were in site review- one in about 2004 and one in
about 2007. It may have a parking garage on it at some point. The access onto Glacier View
could be an issue. All of the sites need to meet the lighting ordinance, but this one should take
special care to avoid problems with the adjoining neighborhood. If screening is landscaping, it
should include evergreens. No need to amend the PUD. They would need to do a traffic study
with the parking structure. Need for right-of-way improvements along part of Glacier View.
They need to figure out specifics for pedestrian access.
