SUBJECT: Resolution No. 5567 — A Resolution Fixing the Limits of Salary
and Compensation for Nonunion Employees of the City.
MEETING DATE: June 18, 2012 — Regular Council Meeting
BACKGROUND: The City of Kalispell, pursuant to collective bargaining agreements
has scheduled pay increases for the fiscal year of 2013 for the IAFF, KPA and AFSCME
union members of 3.5%, 2.05% and 2.55% respectively. These increases include longevity
increases. The council previously discussed providing similar increases to all employees
of the city not otherwise represented by a collective bargaining agreement as there is no
cost of living or longevity increases scheduled for nonunion employees. The nonunion
employees received a 1.3% increase in pay for the fiscal year 2012 after receiving no pay
increases for the three previous years. A pay increase of 2.5% to nonunion employees for
fiscal year 2013 would be roughly average to the pay increases afforded to the city
employees represented under collective bargaining agreements and is also commensurate
with pay increases being provided by other local governments throughout the state. The
annual cost to the city of this requested increase is $84,000. The annual costs for the
IAFF, KPA and AFSCME contract increases are $50,000, $56,000 and $84,000
respectively. All of these costs have been accounted for in the preliminary budget that
has been presented to council.
RECOMMENDATION: City Council give consideration to and pass Resolution No.
5567.
FISCAL IMPACTS: The fiscal impacts are as stated above.

WHEREAS, the City of Kalispell is a general powers city of the state of Montana and is
authorized by M. C.A. 7-4-4201 to set the compensation and salaries of its elected
and appointed city officers as well as all city employees by resolution of its City
Council; and
WHEREAS, by Ordinance No. 1623, the Kalispell City Council determined that it is in the best
interests of the City and the efficient governance of the City that the
compensation and salaries of the city employees be set from time to time by
resolution of the Kalispell City Council; and
WHEREAS, the City of Kalispell employs elected officials, appointed city officers as well as
other non -union employees who are not otherwise represented under a collective
bargaining agreement; and
WHEREAS, city employees represented by the IAFF union, the KPA union and the AFSCME
union are scheduled, pursuant to collective bargaining agreements with the city, to
receive pay increases, including longevity, of 3.5%, 2.05% and 2.55%
respectively for the fiscal year 2013.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. The salaries and compensation of City elected officers, City
appointed officers and non -union employees for the period of fiscal year 2013,
beginning July 1, 2012, shall be increased by 2.5% from the current schedule.
Appropriations shall be made to pay same when due.
