SUBJECT: Stop signs at Windward Way and East Meridian

BACKGROUND:
Citizen requests have been made for the city to analyze the safety of the Windward
Way and East Meridian intersection. Public works has recommended adding two stop signs
at the three way intersection, making it a 3 way stop intersection.
Currently the intersection is controlled by one stop sign which stops east bound
traffic prior to entering Windward Way. Windward Way is a busy roadway and the area is
conducive to a large amount of pedestrian traffic from the Kalispell Middle School, the
Summit, medical facilities and apartment complexes. To compound the problems at this
intersection; Windward Way has an s-curve approximately 50 feet north of the intersection
and parking, both on -street and off-street, can impair vision for vehicles and pedestrians.
The accident numbers from this intersection are low however observed near
collisions and citizen complaints about this intersection are very common.
RECOMMENDATIONS: Adoption of an ordinance adding two stop signs at the
intersection of Windward Way and East Meridian, making it a 3 way stop intersection.
FISCAL EFFECTS: Minimal.
ALTERNATIVES: As recommended by council.

Subject: Stop Sign Request, East Meridian and Windward Way
Public Works has received several requests to convert the intersection of East Meridian and
Windward Way into a multiway stop. We have reviewed vehicle traffic, left turn conflicts, and
sight distance at the intersection and recommend the installation of a three-way stop.
Under the guidance of the Manual of Uniform Control Devises (MUTC) multiway stop control
can be used as a safety measure in locations where a road user, after stopping, cannot see
conflicting traffic and is not able to reasonably safely negotiate the intersection unless
conflicting cross traffic is also required to stop. Restricted views at the stop sign on E Meridian
are created from the parked cars in the Northern Care Inc/Orthotic and Prosthetic parking lot, and
thus cannot see conflicting traffic approaching from the north on Windward Way.
ACTION REQUESTED: At the next Council Meeting proceed with codification for the
installation of a three-way stop at the intersection of East Meridian and Windward Way.
A 1EU SOLUTION APPROVING THE PLACEMENT OF STOP SIGNS ON WINDWARE
WAY AT ITS INTERSECTION WITH EAST MERIDIAN ROAD AND DECLARING AN
EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS:
SECTION I. That all vehicles, including motor vehicles, bicycles, or other vehicles shall
be required to stop on Windward Way in all three directions at its intersection
with East Meridian Road.
SECTION 11. The Chief of Police is authorized and directed to erect stop signs at the above
locations, giving the traveling public adequate notice of the controlled

intersection prior to enforcement.
SECTION 111. This Resolution shall become effective immediately upon its passage by the
City Council and approval by the Mayor.
