SUBJECT: Contract Award — Armory Well Generator Replacement Project
MEETING DATE: May 7, 2012
BACKGROUND: Armory Well is one of five production sites which produces water for Kalispell's
lower water zone. Only four of the production sites in the lower water zone have backup generators.
During power outages it is essential to have Armory Well online to meet the demands in the water
system.
This project replaces the old and out of service generator at the Armory Well site with a new diesel
generator. The new generator will allow the City to maintain water production and fire flows in the event
of a power outage.
The City advertised an Invitation to Bid on April 26, 2012, and received three Bids from the following
local contracting firms. The Bids are as follows:
American Electric, Inc. $69,200.00
Nelson Electric, Inc. $62,219.00
Northwest Power Systems, LLC $64,900.00
The bid from Nelson Electric was deemed to be non -responsive because specified testing and safety
features were not included in the bid price. Based upon reference checks, bid specification submittals,
and a discussion with the Bid contractors, Public Works Department staff recommends the contract be
awarded to Northwest Power Systems, LLC.
ACTION REQUESTED: At Council Meeting May 7, 2012— Motion to award the Armory Well
Generator Replacement Project to Northwest Power Systems, LLC.
FISCAL EFFECTS: The Armory Well Generator CIP has a Fiscal Year 2011/2012 budget of $90,000
and is managed within the Water Operation Budget.
