Dance schools fall under the definition of commercial schools, which are listed as conditional uses within the R-5 zoning district. The Kalispell City Planning Board and Zoning Commission, after due and proper notice, on November 29, 2011, held a public hearing on the application, took public comment and recommended that the application be approved subject to two conditions.
