BACKGROUND: As pan of its community policing strategy and in cooperation with
the Police Advisory Council, the Kalispell Police Department has developed a
"Volunteers in Pollee Service" rogirarn VIPS). The intent of the program is to involve
community volunteers in activities that are essential to the police mission and that allow
pollee officers more time to attend to duties in the field. The four key areas identified by
the department for volunteer participation are data entry, traffic surveys, vehicle shuttles
and pollee reserves.
Through the course of developing the program our volunteer Coordinator has developed
a packet that includes the mission goals, policy, volunteer manual, application and
related non -disclosure and volunteer agreements. Following recruitment and selection
the department Will provide training to volunteers in their respective venues.
RECOMMENDATIONS: The council should pass a resolution adopting the Kalispell
Police Department's volunteers in Pollee Service Programs..

KPD VIPS program is an extension of the KPD community policing philosophy.
It is created to form a working partnership between citizens and the police in order to
enhance communications and assist the KPD in the delivery of services.
Volunteers in .police Services (VIPs) Mission Statement
o recruit, train and place volunteers throughout the Kalispell Police Department
in order to enhance and assist in promoting innovative public safety programs to meet the
needs of the community.

1. Develop and enhance community awareness of community service opportunities in
KPD VIPS.
2. Provide the necessary structure for programs to operate efficiently and effectively.
. Assign volunteers based upon skills, talents and interests.
, Develop a measuring instrument to evaluate the success of KPD YIPS.
Recruitment of KPD VIPS
I , A primary qualificatlon for participation in the application process shall be an interest
in and an ability to assist the agency 'in serving the public.
2. volunteers shall he recruited on a continuous and ongoing basis consistent with KPI
policy on equal opportunity nondiscriminatory employment.
Applicants must be at least 18 years old and without felony conviction.
OOpportunities for volunteers
Fork will vary depending -upon the unit the volunteer is assigned, however, the
following positions are available:
Vehicle Inspection and Maintenance: 'Taking KPD vehicles for regular servicing,
inspecting the equipment and reporting deficiencies, inspecting and replenishing
inventory carried in. each car.
Traffic Enforcement Assistance: Daily set-up of traffic trailer in designated areas of
the city putting it to bed at the end of the day, and conducting studies of traffic .patterns
as assigned.
Administrative Assistance: Helping with filing, data entry, and other such tasks as
needed within the department.

The Kalispell. Police Department began in 1892 with the appointment of Harry
Stanford as the first Chief of Police. After more than 1. oo years, Chief Stanford" s hat still
resides in the Chief s office, a proud symbol of the policing heritage of our community.
100 years ago Kalispell struggled with crime problems common in pioneer towns
like public drunkenness and general acts of disorder. To combat these problems the city
fathers in the newly formed city chose to create a police force as one of their first official
acts.
In the 2 I't century policing remains one of the core functions of local
government. Now instead of a police force based on reacting to crime the Kalispell
Police Department uses a more proactive community policing approach designed to solve
the core roots of crime and involve citizens in the solutions.
The police department has 33 police officers, seven full -tire dispatchers, three
support staff and an animal warden. The department is divided into three divisions that
includeInvestigations/Special assignment, Dispatch and Patrol.
The Investigation/Special Assignment Division includes four detectives, three
school resource officers, a drug investigator and an evidence technician. The major case
unit, made up of specially trained crime scene investigators, also reports to this division.
Dispatch is equipped with the latest technology that includes a sophisticated
enhanced 911 network and computer aided dispatching system. The patrol division
includes six supervisors, a traffic division and bicycle patrol. The Special Response
Team also reports to this division and consists of officers specially trained in high risk
warrant service, .hostage rescue, suicide intervention and building clearing.
Our motto is "policing through partnerships". Toward that end sorne of our most
significant partnerships are with o. mun..It , volunteers. The Police dvisory Cou.nci), a
citizen group that works with the department on important policing related community
efforts, and the VIPS program. (volunteers in Police Service) volunteers that provide
invaluable assistance to officers and support staff are essential to our community .policing
philosophy.
As the community grows in size and sophistication so rust the police -
department. Our mission is "to ensure the highest level of pubic safety while protecting
the rights and dignity of those we serve". Our commitment is to continue to grow and
improve in an effort that is intended to improve the health, safety and welfare of our
community and its citizens.

KPD YIPS Coordinator/Procedure
The volunteer coordinator is responsible to the Chief of Pollee to administer the
following:
1. Recruiting, selecting, and providing training and orientation for qualified volunteers
for various positions
2, Maintaining emp oyinent records for each volunteer
. Maintaining the volunteer handbook, which outlines expectations, policies and
responsib.lities for all volunteers
. Maintaining a record of volunteer schedules and work hours
. Completing and disseminating as appropriate all necessary paperwork and
information
. planning periodic recognition events
7. Administering discipline when warranted
. Serving as the volunteer' s contact within the KPD VIPS program.
. All requests for volunteers shall be routed through the designated chain of command
for review and volunteer selection.
10. All requests for volunteer help will be made through the volunteer coordinator
Definition of Volunteer
A volunteer is someone who performs service to Kalispell Police Department
without promise, expectation or receipt of compensation for services rendered.

Selection and Placement
When the application process is completed, the Chief of Police will male the
appointment of accepted applicants. KPD VIPS are appointed by and serve at the
.pleasure of the Chief of Police, who reserves the authority to revoke any appointment at
any time at his discretion.
1. Upon selection, applicants shall receive a confirmation letter prior to the start o
service.
All volunteers shall receive a copy of the volunteer handbook.
3. All volunteers shall be required to sign a volunteer agreement, an insurance
information agreement, and a confidentiality non -disclosure statement.
. Volunteers shall he placed only in job assignments or programs that are consistent
with their knowledge., skills, abilities and the needs of the KID.
Ri hts of Volunteers
Volunteers are a va able resource to KPD personnel and will be provided:
A. Position Description.
1. volunteers shall he provided with a comprehensive written position description
detailing their duties
. volunteers shall be used only in accordance with. this description. Volunteers
shall not work without a written job description or outside the Iimits of job
responsibilities specified in the job deserzption.
. Position descriptions shall he reviewed periodically to ensure that they accurately
reflect the volunteer's dutl s and responsibilities.
B. Training
1. volunteers shall he provided with an orientation program to acquaint them with
KID, personnel, policies, and procedures that have a direct impact on their wort
assignment.
Volunteers shall receive position speeic training to ensure they have adequate
knowledge and shills to complete task required by the position.
Volunteers shall receive periodic ongoing training as deemed appropriate by their
supervisor or volunteer coordinator.
. Training shall reinforce to volunteers that they may not intentionally represent
themselves as, or by omission infer that they are, sworn officers or other full-time
members of KPD. They shall always represent themselves as volunteers.
. .All volunteers shall comply with the rules of conduct and with all orders and
directives, either oral or written, issued by KPD.
C. Evaluations
1. After a volunteer has been in a position for one month, the supervisor and
coordinator will schedule an evaluation to ensure proper placement and that
volunteer needs are being reset
,. Additional evaluations will be scheduled on a regular basis or at the volunteer's
request.
Concerns regarding duties, schedules, placement need not wait for are evaluation to be
addressed. Contact the volunteer coordinator for a conference.
Safety.Regulations
1. No volunteer shall. report to work or be on duty when his or her judgement or physical
condition has been impaired by alcohol, medication, other substances, illness or
jinury.
2. volunteers shall report to their supervisor any changes in status that may affect their
ability to fulfill their duties. This includes, but is not limited to:
a. .Driver's license
b. Medical condition
e . Arrests
. Criminal investigations
e. vehicle insurance coverage
f. Change in primary vehicle
. volunteers shall not carry a weapon of any kind., concealed or otherwise, even though
they may be licensed to do so.
Volunteers shall not under any circumstances take any enforcement action.
5. Volunteers shall never eater a hazardous or conflict situation
. volunteers shall report any hazardous condition, injury, or damage to volunteers or
members of the public to KPD.
Dress Code
1. volunteers shall conform. to KPD approved dress appropriate to their duty assignment
with consideration for safety and professional appearance. Specifically, appropriate
dress means a shirt provided. by KPD worms with your own slacks .--blue, black, or
khaki. (No jeans or shorts)
2. 'No volunteer shall wear his or her uniform or identifiable parts of that uniform while
off duty.

3. Volunteers shall be required to r t m any issued uniform or agency clothing at the
termination of service.
FMerty and Equipment
1. volunteers shall be issued. an identification card that must be wom at all. tines while
on duty.
. Any fixed or portable equipment issued by KPD shall be for official and authorized
use only.
3. Any property or equipment issued to a volunteer shall remain the property of the
agency and shall be returned at the termination of serviee.

Gratuities are defined as any gift or reduction in normal price, offered or given,
whether solicited or not} because of one's position and or association with KP .

2. 'Volunteers who have been offered or suspect they .have been been given a gratuity
shall explain to the donor that they may not adept a discount or gift as per KP
policy.

3. volunteers who have reeeived such an offer shall report it as a. notation on the Time
Log.
Time Sheets
1, volunteers shall be required to sign In on the Time Log when they arrive for a
scheduled shift and to sign out when their shift is finished.
2. volunteers shall also be required to keep an individual time sheet which documents
dates, hours worked, the program assignment, program accomplishments and/or
program challenges.
3. volunteers may include any additional comments on the back of the t1me sheet.
. Time fogs will be reviewed daily and individual time sheets will be reviewed
weekly.
Workers' Compensation
KPD VIPS are covered by the City 's Workers' Compensation program. Such
coverage is only effective during the actual duty hours of each volunteer, volunteers are
NOT covered under the City's health insurance program.

Use of Vehicles
Volunteers whose duties require travel outside the stricture of KPD will be
authorized to drive city vehicles in the performance of those duties.
2, Volunteers may use them- own vehicles for eity business during duty hours and those
doing so are encouraged to keep track of mileage as it is tax deductible
3. Any accident. whether in a personal or City vehicle must be reported to the KPI
immediately. If personal vehicles are involved, o .t r should also notify their
on insurance company.
Automobile ails Insurance
1, Before volunteers will. be authorized to drive a motor vehicle onbehalf of the City of.
Kalispell, their driving records shall be reviewed and approved by the Chief of Police.
2. once approved, a volunteer asked to drive a. City vehicle as part of his/her volunteer
duties will be covered by the City" s automobile liability insurance coverage.
Volunteers shall provide proof that their personal vehicle is insured
. The City of Kalispell will not assume responsibility for any damage to a volunteer's
personal vehicle.
General Liability insurance
1, volunteers performing duties w1thin the course and scope of their assigned duties
shall be considered as acting as an agent for the City and. shall be covered by the
City's general liability insurance.
Volunteers acting and/or performing duties outside or contrary to the scope of his/her
assigned duties shall not be covered by the City" s general liability insurance.
First Aid/CPR
1, Volunteers shall not attempt to perform CPR or first aid. procedures in the event of an
accident.
2, Volunteers shall call KPD immediately in the event of an accident.
Confidentiali
i . With appropriate security clearance, volunteers may have access to confidential
information such as criminal histories or investigative files. Unless otherwise
directed by a supervisor or the volunteer coordinator, all police infornlati n shall be
considered confidential. only that Inforn-ati.on specifically ident'fied and approved
by authorized personnel shall be released. Confidential information shall be given
only to persons who have a need and a right to know as determined by the supervisor
or the volunteer coordinator.

2. Each volunteer shall sign a nondisclosure agreement. Subsequent disclosure of any
confidential information, verbally, in meting, or by any other means, shall be gtounds
for immediate dismissal and possible criminal prosecution..
3. volunteers shall not address public gatherings, appear on radio or television, prepare
any article for publication,, act as correspondents to a newspaper or other periodical,
release or divulge any informati.on concerning the activities of KPD or maintain ha
they represent KPD in such matters without permission from the Chief of Police.
se finsry Procedures/Terminat
A volunteer teer may be removed from the KPD VIPS program at the discretion of the
Chief of Police. Terniinatlon of volunteers shall not be subject to due process
considerations and volunteers shall have no property interests in their continued
employment.
E!M.p1()yment
There is no obligation to place, 'Interview or .hire a volunteer for any paidposition.
ADA Co.M. nce
1. Individuals with disabilities wishing to volunteer their time with KIT VIPS shod
make requests for accommodation at the time of application to the program.
2. volunteers with disabilities will be accommodated, within reason, after giving
appropriate .otifieation to the volunteer coordinator.

The City of Kalispell is dedicated to a policy of non-discrimination :M which no

The City of Kalispell policy promotes and affords equal treatment to all persons

The KPD VIPS does not tolerate harassment of volunteers or by volunteers in
interactions with City employees, KPD staff, the public, or other volunteers. Harassment
is defined as verbal or physical conduct where the purpose or resultant effect offends,
degrades, intimidates, or creates a hostile or aversive s tuatio . for another person.
When volunteers believe that they have been the target of harassment or have
Witnessed an Incident, they should immediately make a. verbal .report to the volunteer
coordinator or assigned supervisor, who will provide further direction. Any remarks or
actions by department supervisors deerned inappropriate by volunteers are to be reported.

Volunteers are expected to support this policy and treat all persons with respect.
Personal Property
Volunteers will be responsible for the safety of their own personal property. Due
to the limited space within KP , you will be required to take out any and all personal
items you may have brought in with you. KPD or the City of Kalispell is not responsible
for any lost stolen, or damaged personal property.
Evaluations
.. An evaluation of the overall olunt.eer program shall be conducted on a monthly basis
for the first six months of the program and thereafter, annually.
2. Regular personnel evaluations shall be conducted with. volunteers to ensure the best
use of human resources available, to ensure personnel problems can be identified and
dealt with. promptly and fairly, and to ensure optimum job satisfaction on the part of
the volunteers.

VOLUNTEERS IN POLICE SERVICE
I. PURPOSE
This policy establishes this department's position on the -utility and management of its
volunteer program and provides guidance on its management ent and administration.
II. POLICY
Volunteers can be an important part of any organization aqd ` oven to be a valuable
asset to law enforcement agencies. volunteers help to increase .e responsiveness.,
service delivery, and inrnaton input, and they provide new program: opportunities. 1
addition, volunteers can bring new skills and expertise to the ob and mpt new
enthusiasm. . t is the policy of te Kalispell Police Department to use qualified.volunteers
for specified tasks and duties that can create Mctnc ies for'. the department a n"d improve
services to the community. Volunteers are intendedA. :supplement and support, rather
than supplant, sworn officers and civilian personnel.

IV. ..PROCEDURES
A, Adiiiiinistration

B. Recruitment
Volunteers shall be recruited on a continuous and ongoing basis consistent with
this department"s policy on equal opportunity nondiscriminatory employment.

C. Screening
1. All prospective volunteers shall complete the voluntee r application form.

2. Volunteers shall receive position -specific training to ensure they have
adequate knowledge and skills to con plete tasks required by the position.
3, Volunteers shall .receive periodic ongoing training as deemed. appropriate by
their supervisor or volunteer coordinator.
Training shall reinforce to volunteers that they may not intentionally represent
themselves as, or by omisslon infer that they are, sworn officers or other full-
time members of the department. They shall always represent themselves as
volunteers,

directives, either oral. or wTitten; issued by the department.
G. Fitness for Duty
1. No volunteer shall report to work or be on duty when his or her judgment or
physical condition has been impaired by alcohol, medication, other
substances 11.1ness, or injury.
2. Volunteers shall report to their supervisor any changes in status that may
affect their ability to fulfill their duties. This includes, but is not limited to;
the following:

J. Property and Equipment

K. Disciplinary Procedures/Termination

the Chief of police. Termination of volunteers shall not be subject to due
process considerations and volunteers shall have no property interests in their
continued employment.
L. Evaluation :

intent of this agreement is to assure you of our commitment to coo our very best to make your
volunteer experience with K D rewarding and productive for you, and the citizens of Kalispell.
A. Kalispell Police Department
The Kalispell Police Department agrees to accept the services o

B. Volunteer

i. A commitment of one year of service to serve a minimum of four hours per weed..
. Perform nay duties courteously, in good spirit and to the best of nay ability.
. Seek guidance when in doubt about any assignments.
. Be prompt and reliable in my attendance and stay the entire length of my assigned
shift, unless officially relieved.
. Refrain from using my volunteer position to attempt to influence anyone in any
manner.
. Contact the volunteer supervisor if I am unable to work as scheduled.
7. Log in and receive name tag, and log out and return name tag for each sift.
Dress appropriately for work (shirt provided y KPD with blue, black, or khaki
pants -no jeans).

authority to make an arrest and. further that while acting as a volunteer, I may not
carry a weapon, concealed or otherwise, eves. though I may be licensed to do so.

The Kalispell Police Department appreciates your willingness to contribute your time to
our community. We w111 male every effort to make this experience rewarding to you. As we
begin this adventure together. it is important that you understand the extent to which your
volunteer activities are covered by Kahspell's insurance.
Medical Insurance: ce: As a volunteer you are covered by the City's Workers' Compensation
program. Such coverage is only effective during the time you are signed In with the department
as a volunteer. You will be covered under the Ci y"s health insurance pro rar ,
General Liabili Insurance: As a volunteer for the Kalispell Police Department performing
duties within the course and scope at is expected you; you are considered to e acting f w 1 .. .
an agent for the City of Kalispell and will, therefore, be covered by the City's general liability
insurance. Howeverif you act and/or perform duties outside or contrary to the scope of your
assigned duties, you will not be covered by the City's liability insurance.
Automobile Lia Insurance* Before you will be authorized to drive a motor vehicle on
behalf of the City of Kalispell, your drlving record must be reviewed and approved by the Chief
of Police. {Thereafter, should you be asked to drive a. City vehicle as part of your volunteer duties,
you will be covered by the CIty's automobile liability insurance coverage. Proofthat your own
vehicle is insured will be required if you use it for your assigned duties. The City will not assume
responsibility for any damage to your personal vehicle.

public should be reported as soon as reasonably possible to the volunteer supervisor.
