The plane's two passengers were transported by

The crash victims, Prewitt said, both complained of back pain and one was bleeding from
his mouth and fading in and out of consciousness. Neither of the men was coherent

Subject: Public comment on Kalispell Airport alternate locations.
Mr. Walla,
We would like to express some of our concerns regarding the prospect of building a new city airport
near Montford Road in the East Valley,
Our first concern is the lack of basic infrastructure in the East Valley area, Although the primary route to
any of the proposed sites could potentially be paved, the surrounding alternate routes such as Jaquette
Road are not paved and would also receive additional traffic. Not only would the increased traffic
create additional wear and tear on all of the existing roads, it would also create an additional dust and
air quality issue in the area. Additionally, the Montford Road area does not currently have and it is not
remotely close to being in proximity to any municipal utilities including Kalispell or Evergeen,
Furthermore, access to Kalispell or Evergreen municipal water and sewer would require crossing the
Flathead River.
Second, the Fairmont Egan school (K-8) is located within one to two miles of the four proposed East
Valley sites. It goes without saying that extensive air traffic would create a significant and ongoing
distraction to students and teachers alike. Further, we do not currently have bus service to this school
which results in students being dropped off and picked up by parents or walking and biking to school.
This area of the valley has very limited pedestrian infrastructure, and the increased vehicle traffic that
an airport would create has the potential to create safety concerns for students and pedestrians in the
area,
Finally, this area of the valley is not currently a through fare or access corridor to any location and
therefore it currently has very limited traffic. Creating additional vehicle traffic to a destination such as
a municipal airport in this area would completely change the "flavor" of this quiet farming community.
The continual sound of air traffic including routine touch and goes would have an extremely adverse
impact on this quiet part of the valley. The exceptional mountain and valley views are one of the very
attractive attributes of our community along with the open space and peacefulness of the farming base.
The installation of an airport would without question have an adverse effect on the property values and
quality of life in this community.
In closing, we are strongly opposed to the prospect of installing an airport in the Montford Road/ East
Valley area and we urge you to reconsider this as an alternate location.

Dear Jeff Walla,
We, the Board of Directors of Green Tree Meadows, are vehemently opposed to one of the
suggested areas near Lower Malley Road and Foy's Bend Lane for the city airport's new location.
While we understand the Quiet Skies Committee's desire to stop the current airport's renovations,
we in no way will stand by and have that situation transferred to our neighborhood. The people who
are involved in that committee were aware of the city airport's current location when they made the
decision to move to that area. Our co=unity of people chose this area for its peacefulness and the
views among other things.
This situation will be closely monitored by the Board of Green Tree Meadows Homeowner's
Association as stewards of this community. The Association of approximately 250 residents who
have entrusted us with their best interests will be kept informed so that their voices are heard.

Subject: City Airport Locations
Hi!
My husband and T would like to offer our input on the city airport east side locations. We
think either of the two options offered here are terrible ideas! Just because there is
farmland to be purchased does not make that area a good location for a city airport. The
homeowners anywhere near there bought because of the peace and tranquility of the rural
countryside. If they had wanted the overhead plane traffic, associated road traffic, and
noise, .rather than the peace and quiet of the countryside, they would have bought homes
elsewhere. Further, Holt Stage was recently paved all the way to .Hwy. 35 and is traveled
by many homeowners from the area, as far out as Bi_gEork, as a safer and less -traveled
option to busy Hwy. 35. It is also less out. -of -the -way for those proceeding on south of
town via Willow Glen or into town center than taking Hwy. 35 along the Hwy. 2 strip, then
into town. To close off part of Holt Stage and eliminate that: through route, plus waste
the money already spent to improve the road, ,hakes no sense.
The city airport has been long-established in its current location. Homeowners near the
airport bought knowing what existed in the area. Air commuters have easy access to
downtown and south -town businesses, hotels, restaurants, etc., whereas none now exist east
of town in the rural areas, and we would hope to keep it that way. Development has been
south of town and should continue in that direction.
it would seem more feasible and less expensive not to have to move buildings, power lines,
etc., out o:: any area and simply extend the current airport as needed. If much larger
planes need to be accommodated, then perhaps they should use Glacier Park International
Airport, and not the city airport at all. There is plenty of room up there and
arrangements should be made along those lines.
We strongly urge that the east side locations be removed from consideration for this
project!

Kalispell City Airport Relocation 5/4/11 7:49 AM
We the undersigned are opposed to relocating the Kalispell City Airport -
1. Relocation to rural, agricultural/residential areas will only encourage
commercial/industrial growth and encroachment into those areas.
2. The city airport predates the nearby housing development, which one can
then assume to have been voluntary to the area and knowing of the pre-
existence of the airport and all attendant "nuisances" associated with the
airport.
We are particularly opposed to the airport's relocation to the Montford/Egan
Road location:
1. This is a prime agricultural area, with large, multi -generational farms
STILL intact.
2. The soil at this location is sandy loam - it is over the aquifer and is in
very close proximity to the river (within 1/2 mile) and Egan Slough (within 1/4
mile). Toxic affluent from the airport and subsequent commercial/industrial
development (there will be no guarantee that there will be none) will leach
easily through this sandy soil into the aquifer (the site is over the aquifer)
and into the river and on to Flathead Lake,
3. This river/slough corridor is a natural estuary that should not be
disturbed. There is a large heron rookery on the north side of the river, just
south of the proposed runway. Several hundred geese settle in the river and
slough during the fall - posing a hazard to any air traffic. Sandhili Cranes
nest in the area and feed in the site. Trumpeter swans are now frequenting
both the river and the slough. Inland Cormorants fledge their young in the
slough. Ring necked Grebes nest in the slough, along with wood ducks and
many other water fowl too numerous to mention. Both osprey and Bald
Eagle fish in the slough and river. And finally, each spring and fall a grizzly
comes through, feeding on goose eggs in the spring and hawthorne berries
in the fall -- he's been captured on film in both seasons and his migratory
route has been confirmed by the state Fish & Wildlife Dept,
4, Not to mention our property values will be severely and negatively
impacted by an encroachment NOT to our choosing.

Subject: Relocation of Kalispell City Airport
Mr.. Walla,
I am a Land owner and farmer adjacent to one of the proposed city airport relocation
sites, Egan Road/Montford Road. I absolutely cannot fathom how anyone could
put a
thumbtack on FARM LAND that has been in families for generations, and propose
to build an
airport there, from scratch'.
A few of the unacceptable consequences of developing Lhese sites:
1) loss of productive farmland,
?) horrendous traffic on already busy roads,
3) noise, water and air pollution,
4) wildlife disruption including migrating and nesting geese, ducks, and swan
that use the
fields, Egan Slough and Flathead River, 5) major disruption of the quality of
the
neighborhood.
I am against: relocation of the airport that would take some of the best
farmland in the nation out of production. Expansion at the airport's
current site is the only economic and common sense solution in my opinion.

Mr. Stelling,
I am strongly opposed to the suggestions made by Jeff Walla of Selling Engineering on behalf of
the Quiet Skies Committee to move the city airport to the area located near Lower Malley Road
and Foy's Bend Lane which is in the near vicinity of my home.
Living near the proposed location is not my only reason for opposing this move. The people of
the Quiet Skies Committee expect the tax payers to pay millions of dollars to move the airport
when these same people made a personal choice to live near the airport. Why would someone
purchase a home near any airport and expect there to not be noise or to never be a need to
expand? To move the airport based on poor choices by homebuyers is ludicrous to say the least,
I for one do not want my tax dollars being spent on moving the existing airport to ANY location,
not just the location proposed. This is a waste of tax payer's money. Why did the
city/state/county allow new construction of homes this close to an airport in the first place. The
existing airport was in an out of the way location until people started building new homes near it
- that was their choice to buy homes close to an existing airport.

Subject: Proposed Airport Relocation -- Montford Road locations
Dear Mr. Walla,
I am writing to submit my comments regarding the relocation of
the Kalispell City airport to either of the 2 locations
abutting, adjacent to, or near Montford Road.
If one looks beyond just the topography of the land considered
at the proposed Montford Load sites one will discover several
reasons why those choices are less than satisfactory for the
safe and healthy conduct of an airport.
1) It would be located near a sizable wildlife conservation
easement. This proximity would imperil aircraft and their
pilots/passengers as large numbers of deer and turkey would live
and migrate within the vicinity of the runways, posing enhanced
ground collision possibilities and subsequent insurance and
litigation costs.
2) Egan Slough is a natural and well -established migratory
stopover for several species of geese and ducks. Flying
aircraft in such close proximity to concentrated migratory
wildlife would endanger equipment and lives as collisions with
airborne fowl would be significantly more likely than if the
airport were located further away from such migratory patterns,
again increasing insurance and litigation costs.
3) Environmental impact mitigation would be significantly more
expensive since the primary water source (Egan Slough) for
relatively large agricultural enterprises would be merely yards
away from the airport with its oil, fuel, and other
carcinogenic/pathogenic runoff/seepage.
4) The cost of bringing city services to the airport and
surrounding affected areas would be prohibitive compared to

locations closer to town.
Many thanks for your thoughtful considerations,

Subject: Kalispell City Airport Relocation
I am opposed to relocating the city airport.
The city airport's present location predates nearby housing - so the developers and home owners
knowingly and voluntarily chose to live close by. Relocating the airport into the rural, agricultural and
residential outlying areas will disrupt THOSE residents who will NOT have chosen to live by an airport.
PLUS the relocation will encourage commercial and industrial growth into these same areas, which is
unwise. Commercial/industrial areas should be managed and congruent to existing commercial/industrial
areas.
I am especially opposed to the Montford/Egan site as I know it best - it'd be literally in my front yard.
The soil here is sandy - the site is over the aquifer and too close to the river and slough. Any toxic
affluent (and there will be some) will quickly drain through the soil and into the river system and on to
the lake. The citizens of this area work hard to keep that lake clean. Furthermore, the river/slough is a
natural estuary that should not be upset. It is home to myriad waterfowl - there's a large heron rookery
north of the river, just south of the proposed runway, many many geese settle and feed here during the
fall, plus there's sandhill cranes, trumpeter swans, osprey and bald eagles to mention but a few of the
birds living and feeding in the immediate vicinity.
And, we have a grizzly bear that "migrates" through the slough and river and up onto the wet spots
throughout the area each spring and fall - we have photos and the Fish & Wildlife Dept has confirmed
that he comes through to feed on goose eggs and hawthorne berries in the seasons. As you know, the
grizzly is endangered and this proposed site could be construed as a "take".
And finally, my property, which I have chosen because of its quiet, rural location and for which I willing
pay a premium for, will be utterly destroyed and my property values will be valueless.
Yours,
Gail Watson-Fulsaas

Hi Neff,
I am responding to the possible site of an airport near Montf.ord. Either site would be
totally unacceptable to us as a school. Students are distracted easily and planes taking
off and landing out their windows, not to mention the noise, would not be conducive to
learning? Our students bicycle and walk to school in this area and increased traffic is
not an acceptable option. This is farm Land not commercial land.
We are not in favor of an airport location in our school district.

Good Morning,
Please keep Kalispell City Airport in Kalispell. Your suggestion is unacceptable to move it into a more
rural part just because of population, Why do you think we built in this area. If we wanted to be next to
the airport or the sewer treatment plant we would have purchased a home there. This is just shifting the
responsibility of why so many homes were allowed to be built there. Why was this allowed in the first
place? Now after the damage has been done you want to impact people who made the decision to build
away from the box stores and other businesses to have a some peace and quite. You do not have the
right to lower the value of our homes. Is this really something you would have suggested if it was in
your back yard? Where is your home located? What impact will this have on you?
Keep Kalispell City Airport in Kalispell where it belongs.... if the people do not like it's location they can
move. It was their decision in the first place to move there. Now live with it!
Sincerely,
Karen A Hines

Dear Jeff,
I'm a homeowner in East Valley Estates Subdivision and I understand that property off Montford Road is
being considered for Airport expansion... I'm writing to tell you that I'm very much opposed to this
idea.,. My family and I moved out into the country away from town to have some peace and quiet and the
idea of an airport being constructed nearby goes against why I developed my property in this area in the first
place. I'm sure most landowners and homeowners would share my same thoughts. Expanding in the
current location seems to be the best solution and the property owners nearby should be getting on board
with this concept as most made their buying decision knowing the an airport is in close proximity. Quit the
contrary for the folks that live out here east of town.

I think the southern areas would be the best for the new airport because of the access to city water and
sewer.

Jeff,
I realize that the current property occupied by the city airport is valuable to developers, but moving it to
some of the areas mentioned would be a disaster for the property owners at the new locations. We have
all experienced loss of value in our homes but air traffic is a true killer for property values. The home
owners near the city airport have all purchased their homes knowing that the airport and the sewage plant
were there. They received lower prices on their property due to both of these detractors. The home
owners in the area of Montford Rd. purchased much higher priced homes due to the farm land and quiet
neighborhoods and larger lot sizes. To submit these higher end homes to a surprise move of the city
airport and the reduced value of their homes would be shameful. please reconsider the Montford Rd. and
even the lower valley sights.
Thanks for your consideration,
Al Otto

Subject: Airport expansion
Leave it where it is! Don't ruin the local business that heavily rely on airport traffic! Buy and relocate the
radio towers! The Gardiners are reasonable people (unlike the previous owner) so you can expand in
place! Which (if I remember correctly) was the cheapest option before the Gardiners took the radio
station away from the intractable, abrasive previous owner. Talk about a conspiracy theory!
Lower Valley Road is dangerous enough! There doesn't need to be much more traffic here before it will
have to be changed and look like the Hwy 93 bypass.
My wife and I have lived near the Demersville and Lower Valley intersection for 20 years, We have
already been nearly run off the road more times than I would even care to hazard a guess, by drivers
passing us --or someone else --illegally. Some parents stupidly let their children ride their bikes on that
very dangerous road! Lower Valley Road needs less traffic --not more!
Thank You,
Vic Nixon

Regarding the south relocation proposal:
Up front, to save you time, HORRIBLE idea. ride in the Somers/Lakesi.de and the Bigfork areas
will fight this with every fiber of our being.
Aircraft and waterfowl. are extremely poor. companions. The proposed site close to the
Flathead River and numerous ponds, backwaters, wetlands etc., VERY load idea.
Use federal money for the relocation? Are you insane? Don't you read the paper or watch
the news? This country is up to it's eyebrows in debt. Tt has nothing left to squander on
this frivolous pipe dream.
Either. leave Lhe airport where it is or better yet, close i.t and use the very good and
underutilized Glacier Park Internat.i.onal.
This whole thing is an incredible waste of taxpayer dollars. End it already!

Subject: airport
Jeff,
In response to the Montford and Egan Road areas as a possible site for a new airport, I have several
concerns.
First, I will begin by acknowledging that yes, certainly fewer people will be impacted in our area but the
impact of a airport will be different than those already living by the current Kalispell airport. Not one
person living in our now quiet, rural, community purchased property with the willful desire to live by an
airport, Contrary to that, we purchased with the intent of living a quiet, semi -rural lifestyle. Cattle,
horses, alfalfa, wheat and mint are the neighbors we chose. I am not willing to have my property lose
value because of planes flying overhead, traffic issues and congestion. Kalispell's airport has been at the
current location longer than most of the housing in that area. People knowingly and WILLINGLY
purchased their homes with the knowledge of the airport's existence.
Second, I am concerned about the increased traffic the airport will cause. FairMontEgan school does
not run busses and many students ride their bikes and walk to school. This is a safety issue for our
children.
Third, Flooding should be a consideration. I live on El Rancho which is in the 100 year flood plain.
Montford and Egan may be in the 500 year flood plain but ground water should be a consideration as
that is what flooded homes in my area in the '64 flood.
I simply cannot condone, accept or even consider an airport in my community, That is not the lifestyle
choice I made and I am not going to quietly accept such a proposal.
