Council Minutes — Regular Meeting — March 19, 2012
2. Award Bid — Colorado Street Water System Improvement Project
Six responsive bids were received to connect/loop the dead end water mains on
Colorado Street to the overall water distribution system. Staff is recommending
the bid be awarded to NCC Neumann Construction in the amount of $178,131.00.

Resolution 5552 — Annexation Request — Joshua & Shelby Farnham
This is a request for annexation of 3.5 acres of land located at the northeast corner
of the intersection of Three Mile Drive and West Spring Creek Road.
2. Ordinance 1713 — Zoning with Planned Unit Development Overlay — Joshua &
Shelby Farnham- 1 st Reading
The Farnham's are also requesting a B-1/PUD, Neighborhood Business/Planned
Unit Development, zoning designation upon a favorable vote of annexation on the
above mentioned property.
Resolution 5553 — Annexation Request — North Star Associates
This is a request for annexation of 1.35 acres of land located at 3201 Highway 93
North approximately one -quarter of a mile south of the intersection of Highway
93 and Ponderosa Lane.
4. Ordinance 1714 — Zoning — North Star Associates — 1 st Reading
If annexation is approved, North Star Associates is also asking for a zoning
designation of R-2, Residential, on the property listed above.
Conditional Use Permit — North Star Associates
North Star Associates is also requesting a conditional use permit to operate a
residential care facility on the above mentioned property if the annexation and
zoning are approved.
6. Resolution 5554 — Postal Service Standards
This resolution opposes any closures or consolidation of post offices in the State
of Montana.
7. Contract Ratification — AFSCME Union
The AFSCME Union has voted to approve an amendment to the existing
collective bargaining agreement to adopt revised pay grade definitions and pay
matrix and is now asking for council ratification.

Section 2-20 Manner of Addressing Council
Each person not a Council member shall address the Council, at the time
designated in the agenda or as directed by the Council, by stepping to the podium
or microphone, giving that person's name and address in an audible tone of voice
for the record, and unless further time is granted by the Council, shall limit the
address to the Council to three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of
the Council or Staff
No person, other than the Council and the person having the floor, shall be
permitted to enter into any discussion either directly or through a member of the
Council, without the permission of the Presiding Officer.
d. No question shall be asked of individuals except through the Presiding Officer.
