Box 1997, Kalispell, MT 59903 Phone (406)758-7720 — Fax (406)758-7831 Memorandum To: Charlie Harball, Interim City Manager Cc: Bill Shaw, Public Works Director From: Susie Turner, P.E., Water Resource Mangers C-�r Date: 3-14-2012 Re: Hazard Mitigation Grant Program (HMGP) The State of Montana Disaster and Emergency Services Division (DES) is accepting grant applications to mitigate hazards that may be encountered in the event of a natural disaster. Public Works Staff has identified two (2) water supply facilities that would benefit from the provision of backup power supply. Both projects were going to be proposed to be added to the 2012/2013 Capital Improvement Plan. Justification for the generator replacement and addition are listed below: 1. Noffsinger Spring Generator Replacement: The generator at Noffsinger Spring is over SO years old, leaks oils, and due to the age, replacement parts are expensive or no longer manufactured. The current generator, located within the Noffsinger Spring pump building, was identified as a safety hazard in a safety audit performed by the Kalispell Fire Chief and Safety Manager. The pump house was not built to contain combustible machinery and liquids, and the exhaust system is not properly vented. The generator and diesel tank do not have the proper spill containment to contain potential leaks and spills. The generator is also located within the 100 year flood zone and has the potential to incur damage during extreme flooding of the Stillwater River. Noffsinger Spring supplies water directly to the lower zone reservoirs which then feeds the lower zone distribution. It is one of five sources of water for the lower zone, and one of four sources which have backup generation capability. In the event of a power outage, and Noffsinger's generator were to fail, the remaining three water sources do not produce enough to keep up with the water demand and maintain the necessary fire flow capacity. 201 ]'Avenue East, P.O. Sox 1997, Kalispel4 MT 59903 Phone (406)758-7720 — Fax (406)758-7831 The continuation of emergency generator power for four of the lower zone water soarces allows the water system to provide uninterrupted potable water service and emergency fire flows in the event of a power outage. 2. Sheepherder Hill Reservoir Generator Addition: Sheepherder Hill Reservoir does not have a backup power system. In the event of a power outage, the SCADA system is not able to communicate with the main SCADA system at Buffalo Hill. The unreliable communication is one of the reasons that prevent Sheepherder Hill Reservoir from being the primary reservoir for the upper zone water system. Preliminary budget numbers have been provided for the proposed CIPs. Noffsinger Spring backup power supply would be $80,000.00. The generator at Sheepherder would be $16,000.00. Total cost of the improvements would be approximately $96,000.00. The DES requires a minimum 25% financial match commitment, or $24,000.00. We are requesting that the Council authorize the Mayor or Interim City Manager to sign a letter assuring the DES that the City will provide 25% of the cost of the improvements. In acquiring the Grant, the City has the opportunity to save $72,000 on two future Capital Improvement Projects. Box 4789 Fort Harrison, MT 59636-4789 Dear Kent: This letter is to confirm that the City of Kalispell is applying for the Hazard -Disaster Mitigation Grant for "Kalispell Water System Backup Power Supply" and is fully aware that the project would be funded as follows: Hazard Mitigation Grant (PDM) Funding $72,000.00 City of Kalispell contribution $24,000.00 Total Project Cost $96,000.00 It is also understood the total project cost is based upon preliminary estimates and may be subject to change with the City of Kalispell prepared to satisfy its match by either cash or well - documented "in kind" contribution. The value of these local contributions may exceed the minimum (25%) match amount requirement, but no additional FEMA Federal funds are available. The City of Kalispell will collect and provide detailed documentation to verify cash, "in kind" and/or other task match expenditures associated with this project for submission in quarterly reports.
