Resolution 5551 - Preliminary Plat Extension - Bloomstone SubdivisionREPORT TO: Kalispell Mayor and City Council FROM: Sean Conrad, Senior Planner Charlie Harball, Interim City Manager SUBJECT Bloomstone Phases 1-A and 1-B — Request for one-year preliminary plat extension MEETING DATE: March 19, 2012 BACKGROUND: This is a request by the Bloomstone developers for a one-year extension of the preliminary plat for phases 1-A and 1-B of the Bloomstone subdivision. Phase 1-A includes 74 single family lots, 10 townhouse lots and one multi -family lot anticipated to accommodate 64 apartment units. Phase 1-13 includes 15 single family lots and 22 townhouse lots. Phases 1- A and 1-13 were approved on April 21, 2008 by the Kalispell City Council subject to 26 conditions. Phases 1-A and 1-B include the northern 21 acres of an 85.2 acre project site. The project site is located on the north side of Four Mile Drive approximately % mile west of the intersection of Four Mile Drive and Highway 93. The Kids Sports fields are located on the eastern boundary of the project site. The 85.2 acre site can be legally described as parcel 3 of Certificate of Survey 17217 located in the SW % of Section 36, Township 29 North, Range 22 West, Flathead County, Montana. The Kalispell Subdivision Regulations, section 2.06.E.7, allows the subdivider to request a two-year extension of the preliminary plat, or a phase of the preliminary plat approval deadline from the city council. A one-year extension was granted by the city council in February of 2011 in anticipation of changes to the above cited section of the subdivision regulations. The one-year extension request would give the developer until April 21, 2013 to file the final plat for phase 1-A or appeal to the city council for one final extension not to exceed two years. RECOMMENDATION: A motion to adopt the resolution and grant a one-year extension to the preliminary plat for phases 1-A and 1-B of the Bloomstone Subdivision would be in order. FISCAL EFFECTS: Minor positive impacts once fully developed. ALTERNATIVES: As suggested by the city council. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, MONTANA AS FOLLOWS: SECTION 1. That the application of Kalispell National Investment Company for an additional one-year extension of the preliminary plat of Bloomstone Phases I -A and I -B, Kalispell, Flathead County, Montana is hereby approved.
