Chairman Nystul and Councilmen Ruiz and Hafferman in attendance
and S/W Superintendent Hyde and Surveyor Zavodny also present.

DPW Hammer
DR. JOHNSON'S SITE PLAN - DPW Hammer stated that he had received another
letter from Dr. Johnson requesting that the City share in installing the
fire hydrant because it will benefit the entire area, not just the new office
building. Dr. Johnson is willing to pay for the materials and has asked the
City to provide the labor to install it. DPW Hammer recommended approval
because of the need in the area and said that technically it is a City responsi-
bility to provide fire service to the area.
The developer will be required to install new water main. There is an
old 11" main which is in very bad shape. The new 8" main will serve the existing
residences as well as Dr. Johnson. The City will make the service line hook-ups
for the existing residences.
The Committee approved the plans and the request for the City's share
of the fire hydrant installation. S/W Supt. Hyde is to contact Carver Engineering
for plans/as-builts.
WOODLAND SEWER PROJECT - The EPA regulations require that all hook-ups
be made in a "reasonable length of time". DPW Hammer pointed out that the
EPA "advises" but does not say shall. C. Nystul explained that the City will
_ • adopt the required sewer ordinance using the same language as the EPA. Attorney
Neier will draw up the ordinance.
LOTH STREET WEST RECONSTRUCTION - After further study and comparison of
contractor vs. City prices the City will install storm drains, bring to finish
grade and complete the reconstruction next spring. Surveyor Zavodny explained
this work in conjunction with the master storm drain plan.
SUNDRY ACCOUNT RECEIVABLE - The auditors have suggested that the City
needs to address this problem. Attorney Neier has said that he is prepared
to issue warrants for non-payment. There was discussion of various particular
accounts, what has been done in the past, and procedure problems. If the
persons responsible for the account own property in the county the debt can
be added to the taxes. The Committee is to instruct Attorney Neier to follow
through and clear up the sundry accounts. S/W Supt. Hyde is to provide a
list of those accounts needing to be pursued and those which should be written
off, as well as some background for the next meeting.
SAVERUD SUNDRY ACCOUNT - DPW Hammer stated that the actual excavation
quantities appear to be about half of what the Water Department records show
and he feels that the City should take the last six similar jobs and come
up with an average for a final figure.
GREENACRES WEST SEWER - Attorney Neier was to respond to the letter received
from the homeowner's association. No one is paying presently. The developer's
extention agreement shows that Mark III is responsible. After discussion
• the Committee approved sending an immediate shut-off notice (shutting
down the lift station) for failure to pay.

WOODLAND SEWER PROJECT/O'NEIL LAND - S/W Supt. Hyde explained that the
O'Neil's own the largest lot in the project, and will therefore be assessed
the largest share of the SID, but the new sewer line does not go to the
O'Neil's property line. He recommended extending the main from an additional
manhole to the property line in an existing ROW to Lot 2E to provide service.
The Committee was in agreement.
BEAVER DAM IN ASHLEY CREEK - A beaver has built a dam just downstream
of the storm sewer discharge by the City Shop, which could cause freezing
and flooding problems this winter. The procedure is to call the Fish
and Game to pick up the beaver for relocation and then the City can remove
the dam. S/W Supt. Hyde will take care of this.
M & C TIRE - S/W Supt. Hyde stated that they have agreed to run a
new water service to the main. They will hook to the hydrant line rather
than going into the new road. They will create a sewer main by hooking
up to the existing sewer. TD&H is doing the plans and they will submit
them to the state as required. They wi.-1 also put in writing that they
will accept all maintenance on this private main.
