HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: Loading Dock — Public Works has requested they meet
the standards of Schedule SD-8 and SD-9 for sidewalk, boulevard, and landscaping specifications.
Their engineer is working on an estimate for the cost of the project in the front so they can post a
bond.
OLD BUSINESS: Spring Prairie Phase 3/Kohl's — Hwy 93 N — Public Works needs to see ifthey
have complied with their previous comments on the new plans. Fincher stated that they have Parks'
comments. They will need to get their sign -offs again when they come in for Final Plat.
NEW BUSINESS: Cost Cutters — 150 Hutton Ranch Road; barber shop tenant improvement in
shell building reviewed as retail. This is a change of use. No comments were made, and this is moved
through Site Review.
PLANNING OFFICE ITEMS: The old Montana Home Outfitters building on Hwy. 93 N on the
east side is looking to annex into the City and get a Conditional Use Permit for an eating disorder
clinic called the "North Star Institute." Wargo mentioned that they stated to her they will be putting
a road into the parking lot to City standards and extending it to Valley Ranch (there are several issues
which a road could create, including parking design, setbacks, and adequate width for a city right-of-
way). They are working with MDT on this project. The parking on the north side is not theirs, but
they have an easement to use it. They have no further parking there. Setbacks were discussed. We
will need to put in some conditions if that is what they plan to do. The zoning will be R-2. They plan
to take the water and sewer lines there. Stormwater maintenance will be in the back. They should
look at alternatives for the parking they are proposing. Modifications can be requested and made part
of the CUP. Crowley stated they should be putting in a walking path along Highway 93. They could
pay cash in lieu. Lighting issues may need to be addressed. Conrad will contact their architect, Ken
Williams, with our discussion issues and find out what they plan to do specifically.
Farnham annexation: Three Mile Drive past Mountain Vista Subdivision at the curve on Farm to
Market where they have built an espresso shop is requesting annexation. We are doing a PUD
because the Fire Dept. has some concerns about their three acres of commercial property and what
could potentially be going in there without any kind of City hydrants or fire flow. They would be
limited to just the coffee shop. City would obtain 30' of their ROW. Public Works may have to
maintain the two smaller roads; the County may work with us on this, or we could dedicate the roads
to the County. They will have to pave. Public Works needs a plan of their stacking lanes. They did
not get a building permit from the State, so we are requiring that they obtain a City Building Permit.
They own an alternator shop in town that they may want to relocate to the property. Conrad is
asking for feedback on these issues. This will be on the agenda next week.
