Box 1997 Kalispell, MT 59903-1997 TO: FROM: SUBJECT: MEETING DATE: Mayor Tammi Fisher and Kalispell City Council Charles Harball, Interim City Manager Tel 406.758.7709 Fax 406.758.7771 charball@kalispell.com Discussion of Reimbursement Program of Transportation Fees Collected and Development of a Transportation Funding Alternatives Committee February 13, 2012 — Workshop BACKGROUND: On February 6, 2012, the Kalispell City Council, passed legislation to eliminate the Transportation Impact Fees that have been in effect since April 1, 2009. Approximately $148,000 has been collected and no funds have been expended for any capital project. Pursuant to state law the funds must be reimbursed to the current owners of the property for which the fees were paid. City staff is currently assembling the data necessary to begin the reimbursement. It is anticipated that the process will begin in approximately two weeks. The Kalispell Building Department, which collects the fees, has been notified to discontinue collecting the transportation impact fees and to notify those in the application process that any previously quoted transportation impact fee will not be collected. Council will also be discussing the development of a transportation funding alternatives committee that will include various representatives throughout the community.
